'Pair of local curling teams make journey to Toron to; both refurned victoui"ousIy wîth wins over Lakeview MTme Capsules' are gemns of information extracted fromt past issues of The Champion and other publications to pro- side a window into Multons past. ExPlanatory comment is sometimes pro- vided to place the situation in context. March 1899 IWO inks Of the Minto Curling Club of Mfilson went ta Tronto and played with the Lakeview Club winning bath gamnes. The Lakeview curlers shawed the Milsonians plenty of haspitably and at the conclusion af the night gainte entertained theraini the snug club ront at the rink - treasing them ta an excellent lunch with caffee. After this had been disposed of, the tsrne until the 11.20 p.m. tramn for the west was due was spent in toasts and sangs. The entertainment given under the aus- pices af the Epworth League in the lecture rom a f the Methadit Church an Monday evening was well attended. The pro- gramme cansisted of an illustrated lecture onte"ihsand Shadowsof New York," Spanish-American war and music by the gramophone. The lecture was bath enter- taining and instructive, particularly ta the yaung. The annual report of J.S. Deacan, Public Schaol Inspectar, presented ta the counsy council an Tuesday, cantains the falowing memo for teachers: 1. Give praminence ta the three Rts with proper develapmntno f the physical, mental and moral faculties, including self cantrol. 2. Teach literature before reading and thus avoid guessing and stumbling. 3. Inssts upon round, regular writing, evenly spaced in cvcry farm. 4. Give no exercise that will tend ta deseria- rate the writing. 5. Avoid sa mucls tran- scription that pupils became careless as ta fonts, size and neatness of letters and wards. 6. Have ail tables learned tharough- ly and intpress every rule by an abundance of simple prablents salved ntentaily. 7. Teach ta thoraughly and keep pupils sa well employed thraughoutscshoal haurs that home wark can be whally discarded or reduced ta a minimum. The snaw fal af Friday night was a MIilton ~ Time Capsules O; blessing ta farmers having wood and logs' to deliver, a large number of the latter hav- ing been broughsta the sawmîill in town - with over 100 per day bemng the average. Milton Council: Ex-cauncillor G.A. Hemstreet spoke on the subject of a munic- ipal grant towards the salary of a nighs watchrnan. He said that many of those who had been contribusing towards the salary of the pres- ent night watchman were wishdrawing their subscriptions and that without finan- cial aid front the cotmicil, the town would soon be without the services of a night watchman. April 1899 On Friday a portion of the floor in the Messrs. Hannant Bras.' sawmill in the east ward collapsed. D.D. Scott, head sawyer and WS. Armstrong, one of his assistants bath went with it, They felI about 10 feet and tonte machinery feil on top of thent. Bath men bad their heads slighsly cus. The floor was repaired and the miii was back in aperation again on Monday. May 1899 Town Council appoinsed Charles Downie as nighs watchman and curfew bell ringer, and fixed bis salary at $174. I, as a member of that coundil, would tend ta agree with it - at times it is a circus. 1 wauld also add that at tintes it rentinds me of Jurassic Park, with the dinasaurs in charge. Having said that, there wcre a few comments made in the column that 1 take issue with. Yes, we have had prablems with enfarcement of the smoking bylaw, but the prab- lents we're experiencing are no dif- ferent than those experienced in ather jurisdictians follawing the introduction of new smoking restrictions. Hamilton, with far greaser resources available ta them than Milton, is experiencing the same enfarcemnent prablents we are. Hamilton bas taken steps ta address thase problentis, as we have. The prablem is due ta a few irrespansible bar owners wha refuse ta obey the laws of this cant- munisy. I question why The Champian basn't been as aggres- sive in its editanalis and reporting in condemning the illegal actions Of this group as it bas been in attacking counicil an the issue. Could the fact that these bar owners purchase advertising space in The Champion have anything ta do with this lack of balanced reporting. Mr. Vivian ends bis caluntn with a referral ta the 37 per cent increase council approved for itself and attributes the statement "I don't support it, but l'Il take it" ta me. This is not anly misleading, it edges an being slanderous. 1 made my positian quite clear on this issue. 1 bad na problem with the salary level being praposcd, but My Support of the increase was an the conditian that caundil approves my recammendatian for a review of the cuntent ward baundaries as well as a reduction in the number af counicillars. We have tao many councillars. Municipalities with much larger populations functian quite well with fewer politicians. With this Iatest salary increase, Milton council's compensation budget is one of the bighest amang comparative municipalities, while at the same tinte having the Iawest population. On a per capisa basis, we psy mare for aur politicians than any other surrounding municipality. 'Me currens ward baundaries are unfair and dispraporsionase, and dan't sflow equal representatian on cauncil. One ward bas close ta 20,000 residents while another has 6,500, but bath wards have the samne number of cauncillars repre- senting thern on coundil. This isn't fair ta the residents nar ss it fair ta the cauncillars. The workload isn't equaily distributed. Milton sha uld be divided inta six wards with anc councilor per ward. The practice of electing twa cauncillars per ward shauld be ended. Miltan cauncil is ane of the few jurisdictians lefs where a politician can came in second in an election and still win a seat. As a regianal cauncillor 1 must win my electian. If I came in sec- ond, I lase my seat. The same shauld hald true for local cauncil. Caundil didn't sup- port my request far a review and sa 1 vated against the salary increase, and thougb 1 don't agree with the decision of counicil, 1 wiil accept the increase. I believe I work as bard if nat barder than mass other members of coundil in serving aur community, and ta I feel I'm entitled ta receive the same compensation as they do. That is what I said on the salary issue, and Mr. Vivian knaws that. Why he chase nt ta say that in bis calumn, anly he knaws. Yes, at tintes Milton cauncil may resemble a circus, but similarly the accuracy of the articles in The Champian cauld at tintes be considered a jake. RIck Malboeut Town and reglonai councillor Dear Edilor: It was late one nigbs in Milton. I was travelling dawn Derry Road, intpressed by Mattanty Hantes and alI the bouses popping up. Cal it silly ar cal it what you will, but the sign indicating that the raad ahead was curvy and bumpy made me think 1 cauld go straight ahead. The oncoming traffic seented ta only indicate one way direction, ta I drove an and gos stuck in the mud. I the news yau stenathing but bad news for the mass part, sontetintes even in Milton. But what's nice is that twa gentlemen stappcd and asked if I was okay. One offered bis coas and to ges gas, since it appeared after trying ta ges aut of the mud, I was running low. He wouldn't even take any ntaney. Ail 1 knaw is thas bis name was Rats and he was with bis buddy in a pick-up. 1 cailed Mr. Rescue, nty $4-a-manth serv- ice (similar ta CAA) and they were great. They even cailed laser ta tee if 1 was okay. Alto, thanks ta Durante's, wha was Mr. Reseue's designated local tow truck service. They were quick and helpful and I was out in a jiffy. And flnaily, thanks ta nty gaod friend Tara - wba was in the iddle of her meal - and Lenny and Scott wha camne all the way out fromn ississauga ta tee if 1 was okay.
