The Canadian Champion, Frday, September 27, 2002-5 THECOPOATONOFTMITWNOTMITO SHERWOOD SURVEY SECONDARY PLAN STUDY NOTICE OF INTENT, OPPORTUNITIES FOR PUBLIC INPUT AND THIRD PUBLIC OPEN HOUSE/MEETING FOR THE MASTER TRANSPORTATION/TRANSIT PLAN STUDY Notice of Intent/Background The Town of Milton and the Region of Halton have been involved in the Halton Urban Structure Plan (HUSP) - a strategy for managing Regional and local growth for the next 20 years. In relation to the proposed growth, the Milton Official Plan provides for approximately 2,000 hectares (4,940 acres) of additional land for new growth, which is referred to as the "Urban Expansion Area". Milton Council and Regional Council ratified a plan for the phasing of this new growth in May and June 1998, respectively. The first phase of residential development in the Bristol Survey Secondary Plan Area is cur- rently underway. The Sherwood Survey lands (see attached map) represent Phase 2 of the proposed residential development. In accordance with the policies of the Milton Official Plan and HUSP, the Town of Milton is currently preparing for the development of the Sherwood Survey lands through the preparation of a secondary plan and support- ing background studies. Study Area: The Study Area includes two areas within the Milton Urban Expansion Area. The first area is bounded by Highway 401, Peru Road, the CPR Line, and Tremaine Road. The second area is bounded by Main St. W., the CNR Line, Derry Road, Regional Road 25, the mid-lot line between Derry and Britannia Roads (to be known as Louis St. Laurent Avenue) and Tremaine Road. The Study Area also includes lands within the Niagara Escarpment Plan area, the designa- tion of which is currently under appeal to the Provincial Cabinet. These lands are bounded by the CPR Line, the CNR Line, Main St. W. and a line between Concessions 1 and 2. A general background regarding the Sherwood Survey Secondary Plan Study and the Master Transportation/Transit Plan being carried out as part of the study process, is out- lined below: Sherwood Survey Secondary Plan The Sherwood Surv ey Secondary Plan is being carried out in accordance with Sections 17 and 21 of the Planning Act. and the poli- cies of the Town of Milton and Region of Halton Official Plans. The secondary plan will provide detailed policies on matters such as land use, urban form and design, trans- portation, servicing including stormwater management. and other related issues. The development of the secondary plan is sup- ported by several other technical studies and plans including the: • Indian Creek Subwatershed Study, 16 Mile Creek Functional Stormwater and Environmental Management Strategy, and the Conceptual Fisheries Compensation Plan: • Functional Water and Wastewater Servicing Master Plan, • Parks Master Plan Update: and, • Master Transportation/Transit Plan, the subject of the Open House/Meeting, described in the next section. Master Transportation/Transit Plan The Master Transportation/Transit Plan defines a functional road network within the Study Area and identifies major transporta- tion improvements and transit opportunities for implementation over the next 15 years. The Plan also includes guidelines for land use planning and urban design, detailed road standards, and a plan for the integration of transit service. In addition, it identifies the long-term need and justification for and loca- tion/configuration of a possible new inter- change on Highway 401 and associated approach roads to service the Study Area. The Master Transportation / Transit Plan (MTTP) is being carried out following Phase I through 3 of the Municipal Class Environmental Assessment process (June 2000). Study Area: The Study Area for the MTTP includes the Study Area identified above for the Secondary Plan and also incorporates the lands bounded by Tremaine Road, No. 5 Sideroad, Regional Road 25, and Highway 401. Major transportation corridors within the MTTP Study Area include: • Tremaine Road from Britannia Road to No. 5 Sideroad: • James Snow Parkway from Tremaine Road to Regional Road 25: • Steeles Avenue from Tremaine Road to Bronte Street: • Main Street from Tremaine Road to Bronte Street: • Derry Road from Tremaine Road to Bronte Street: • First Line (Bronte Street) from Britannia Road to Derry Road; and a • Possible new interchange ai Highway 401 on Tremaine Road. 2. Public Input Public consultation is an essential component of the preparation of the secondary plan and related studies. Members of the public wish- ing to obtain further infonnation with respect to the secondary plan preparation and back- ground studies should contact Mr. Bill Mann, Project Co-ordinator. Third Public Open House/Meeting -Master Transportation/Transit Plan The public is invited to attend the public open house and meeting as follows: Date: Wednesday, October 16, 2002 Place: Main Front Lobby and Council Chambers , Town Hall Milton 43 Brown Street, Milton (enter through main doors) Time: Open House: 5-7 p.m. Meeting: 7 - 9:30 p.m. Purpose of Meeting: The meeting will provide a brief recap of the general secondary plan study process and the status of the Secondary Plan. For the Master Transportation/Transit Plan (MTTP), this meeting will be considered Public Information Centre 3 (PIC 3) in accordance with the requirements of the Environmental Assessment Process. The technically pre- ferred transportation strategy and road net- work will be presented for review and input. Technically Preferred Transportation Network Handout: Copies of the Technically Preferred Transportation Network Handout for the MTTP Study will be available for pick-up on October 9, 2002, at the Planning & Development Department counter located at the Town of Milton (Annex Building), Upper Floor, 155 King Street. SECONDARY PLAN AREA j I DRURY PARK WOODLOT MANAGEMENT Please be advised that starting the week of September 30, 2002, the Town will be cutting down several dead trees in the Drury Park Woodlot. The majority of the trees to be removed are short-lived poplars with weak wood. Only dead or dying trees adjacent to paths or home properties will be cut down, any within the forest will remain to allow for natural decomposition and regeneration. Otherwise it is our intention to keep the wood- lots as safe and as natural as possible. The tree reinnants will not be removed as they will be used to regenerate the "floor" of the woodlot as part of the woodlot management process for this area.
