ONTARIO GOVERNMENT NOTICE NOTICE 0F PUBLIC INFORMATION CENTRE # 3 Mid-Peninsula Transportation Co)rridor EA Terms of ijeferene THE STUDY The Ontario Minitry of Transportation (MTO) has retained URS Cole, Sherman & Associates Ltd. 10 prepare a Terma of Reference (ToR) to guide the future preparation of a Route Location/Concept Design Individuel Envronmental Asseasment (EA) for the Mid-Peninaula Transportation Corridor. The Mid-Peninaula Transportation Corridor has been identified as one of the key elementa in the Transportation Development Strategy developed as part of the Niagara Peninsula Transportation Needa Asseasment initiative. The firat tep in thse EA procesa a the preparatiori of an Environmerital Asseasment Terma of Reference. Other elementa identified n the needa asaessmnt tudy (i.e. road widening, transit impravemerits, etc.) will be examîned under separate initiatives. THE PROCESS: For an Individual EA, the Environmerltal Assesament Adt requires that a proponent prepare a Terms of Reference (ToR) ta define the scope of the proposed EA Study. The TaR requires approval by the Minister of Environment (MOE) and the subsequerît Individual EA is then prepared in accordance with thse approved ToR. The intention is ta submit the ToR ta MOEE for review in March 2003. PUBLIC INFORMATION ENTRES: n preparing the ToR, the Project Teamn will seek public input and comment via five rounds of Public Information Centres (PICs). The first and second rounds of Public Information Centres were held in July 2002/Auguat 2002 ta present the overaîl study procesa and the Draft Transportation Needa Asseasment. The third round of Public Information Centres (PIC) Ias now been arranged. The purpose of this round of PICs is ta respond ta commenta raised at PIC#l and PIC#2, report back on the analysis af additional roadway alternatives, present alternative EA Study Areas, provide an overview of EA Study Ares conditions and constraints, and introduce the draft IRoute Planning EA Framework for public review and comment.
