Town staff are conceraed o retirement lot severonce granted f0 Angelo Gardin by tht committet July 26 wili set a precedent leading to, further fragmentation of agricultural bond. "Tht criteria for lad severance are very strict. Tht purpose, of course, is to maintain tht agricultural land base without a numhor of severonces dissectmng tht area," explained Met Iovio, director of planning and developmntent. "If a severance is approved for somneone that isn't a bona fide fariner, works only a portion of tht property, this could appty to many, rnany more fond owners in our rutraI area." In a docision by tht administration and planning standing comneittot Monday, the Town intenda t0 appeal tht approvied severance on tht 2 1-hectare farm located west of Fourrth Lino and eouth of No. 25 Sideroad. Tht severance would create a 0.82 hectare property for the creation of a bungalow in which Mr. Gardin intenda to live now that ho ix retired. Town counicil is txpected to ratify tht decision Monday. At the heart of tht mattor is tht interpretation of "borna fide fare, a ternt used in tht Official Plan in dttennining whether a retirement lot severance is per- issible. According to Town staff, tht 21 -hectare farro - 17 acres of which is currently farmed - ix unsuitable to 4ColliSion, & lint Cali Steve Boers 706 Main Street, East 18011 Milon, ON produce enough revenue for a farm, family to suitably live. Producing a suitable income is a requirement of recognition as a "bona fido faminer." "I continue to be concemed about the fragmentation of lots in our rural area. If concerta me that there may ho any number of people who con corne forth with similar suggestions that they have been market gar- dening or market farming for some number of years. If would in fact then qualify theru for similar separa- fions," said Councillor Cindy Lunau. But according to Bruce Ketcheson, representmng Mr. Gardin, the propere is suitable to produce an average gross incomie of $35,000 annually through the farming of specialty produces like garlic. Fanai incomes under $50,000 occur regularly in aouth-weetern Ontario, he continued. "It was an active farm operation and, I muet say, a succeteful farm operation," ho argued. "Tht $35,000 figure it within the range of typical fanii famiy income in reality in south-western Ontario, mncluding the Halton region." A sticking point for Mayor Gord Krantz, the only person to vote againse appealing the severance, is the fact that Mr. Gardin combined two properties into one pat-cel when he tiret purchaaed tht land in 1973. "I understand that when it cornes to thete types of applicatione there are not and thould not ho a cookie cutter-type approach," ho said, adding that tht defini- tion of "bonsa fide farmer" ix "open for interprefation" and an appeail could lose ait tht 0MB. Tht Region of Halton is also appealing the sever- ance. 4-fitton lmpart Cet*r ICentre - VOLKSWAGEN & AUDI - USED CAR SALES &SERVCE ' Specialist In: Authorized BOSCH service IMPORT & DOMESTIC *FUEL INJECTION & DIESELS AIR CONDITIONING *ALIGNMENT 583 Main St., Milton (905) 878-5330 SACÇ91U ru .v RO I and) Acco$pitýnts reayued" sî"P Daceld mednurn Szed) utm Of Charter prioutants in Gora-etown.
