Tise Canadien Champion, Tueaday, Septeniber 26, 2000 -3 Mayor on privatized hydro 'Wallace Pontiac's' commission despite debate LEIîI1 IMl By IRENE GENTLE The Champion An appointment to the board of directors of the freshly-formed Milton Hydro Holdings Inc. took a heated turn at last week's town counicil meeting. The controversy began with an impromptu mn-camera debate. When counicillors burst back into public session, the gloves were off. And when the smoke cleared, Mayor Gord Krantz had been voted onto the paid seven-person board of the now privatized hydro commission. He'll serve until tise stars of next year. At that time, three-year terms will be considered. A number of issues were at stake in tise sometimes fiery debste, including whether or not s council- lor should ait on tise board at ail. Some feît keéping politicians away would help the board remain independent, wisile others believed the commission was too important to relinquish. Equally contentious was an in- camera recommendation made as a September 1l meeting namning Mr. Krantz to tise board. Tise nomination had resulted in a tie vote, which Mr. Krantz, acting as chair, broke. But tisat vote waa blown open by new Provincial information stating tisat members of counicil who vote tisemselves into remunerated posi- tions are in conflict. The asat-minute missive had reached only some council mero- bers befort Monday's meeting. Tisat left tise rest in tise dark as to back into camera be fore tisey could . officially M r. Krantz. Wisen t h e y Gord Krantz e me rge d from tise closed session, a numiser of motions to deal witis tise prois- lem were put forward and defeated as tise dlock crept toward midnigst. First to sink was Mr. Krantz's nomination, wisicis was killed in a 6-4 recorded vote. Politics sisould be kept entirely out of tise new board, argued Mr. Malboeuf on that point. "ise mayor is a fulI-time politi- cian. He has stated a number of times tisat ise is alwsys campaign- ing," ise said. "I don't believe any member of tisis council is truly qualified 10 sit on tisis board." But tisaI was slapped down by Councillor John Cisallinor. 'No offence, Rick, but it rings kind of hollow wisen you applied for tise position," ise said. His offer was made because ise believed a council member was legally required 10 ait on tise board, replied Mr. Malhoeuf. "StilI isollow," Mr. Cisallinor responded. A motion calling for a private cit- izen 10 round out tise board was then introduced by Mr. Malboeuf. But council lis a place aI isydro, said Councillor Ron Furik. "I believe il sisould be someone around thia table," he said. Tise commission is too vital 10 stay clear of, agreed Councillor Brian Penman. 1I can't imagine a responsibility as significant as tisat witisout some connection to council," ise said. Mr. Malboeuf's motion was defeated in 5-5 recorded vote. Tie votes result in a bass. Witis two motions sunk, and on tise advice of Town CAO Mario Belvedere tisat tisere's no legal need to appoint a sevents director to tise board, Councillor Cindy Lunsu suggested tise issue be lefi for tise incoming council to decide in Novemiser. But that died witisout being sec- onded. Tise issue came full circle wisen Mr. Cisallinor put fortis a motion tisat council nominale someone fromn around tise table tisat evening. He dismissed tise idea tisat politi- cal representation would lead to politica on tise board. "I've seen more politica around this discussion than 1 have at a hydro meeting," ise said. "Tisere are people around tisis table wiso should tisink about tisat. ls sisame- fiI." Mr. Cisallinor nominated Mr. Krantz, wiso accepted. Councillor Barry Lee nominated Councillor Wally Hunter for tise position, but ise declined. Tise vote was called and paaaed, with Mr. Krantz set 10 take on tise new task attse staet of Octoher. Having declared a conflict under tise new provincial guidelines, Mr. Krantz stayed away from tise in- camera diseussion and didn't vote in public session.
