So did a succession of motions which - unable 10 win majority support - crumbled on the floor. Three separate plant to spend what's estimated to be a $6.5 mil- lion windfall in 2000 were killed in as mas>' hours at the Monda>' night meeting. As the third motion collapsed, a frustrated Councillor Rick Malboeuf snapped, "I auggest that those who keep oppoaing ever>'- thing corne up witli a suggestion." A fourth motion paased in a tight 5-4 recorded vote at Il p.m. Endorsed by Councillor John Challinor, that sank most of the money int debt reduclion, sbormng up infrastructure and financing future capital cos. It also allocsted about $500,000 toward a community fund 10 pro- vide grants for local organizations. Exsctly how that money should be used will be the subject of an upcoming public meeting. A sticking point for some couin- cillors wss the absence of tait culs in the approved formula. "We're missing tait relief hcre in Se. related atory on page 5 the whole discussion," said Councillor Wally HunIer. "If we do have money available, why aren't we looking for tait relief?" But residents benefit more froin debt reduction than nominal decreases on their tax bill, argued Mr. Challinor. "You pool that money together and suddenly, interest free, you're building an arena," he said. "You can take inlerest savings and invest il somewhere else." Paying down thse debt is a boon to ail taxpayers, agreed Councillor Rick Day. "Now who won't have 10 psy the interest (from debt funding)," he asked. "TMe taxpayers." But Mr. Malboeuf said he'd pre- fer 10, tee one third of the cash put toward tax relief. And he was disappoinled that money wasn't specifically aimed aI any charity bingos negatively impscted by the one-armed ban- dits. Mr. HunIer tried 10 bring tait relief mbt the equation with a sepa- rate motion. Il put 10 per cent of the slots money îoward lait culs and g per cent mbt community funding. That was rejected by council. After a motion 10 defter thse item was alto shot down, the table seemed unsure how 10 end the standoff. The Town has eamed $4.5 mil- lion since 750 slot machines set Up shop at Mohawk Raceway las( August. Of' that, $2.5 million was collected in 1999. Based on the estimated 2000 windfall, the endoraed plan would put $3 million toward the elimina- lion of Milton's $25 million debt. That would eventuall>' lead to interest savings of $12.5 million. Another $1.4 million was alto- cated 10 accelerate infrastructure building and maintenance. Almost $700,000 was invested in town facifities and programs, while $750,000 was slated for a reserve 10 help psy for future capital expenses. Another $200,000 would go toward policing coats. Since slots revenue will fluctuate annually, the total dollar amounts in each category would change proportionately. Alto, counicil would have the opportunity 10 review the alloca- tions each yeac. That motion won the support of Mr. Challinor, Mr. Day, Cindy Lunau, Brian Peninan and Mayor Gord Krantz. Opposing the motion wcre Mr. Maîbocuf, Mr. Furik, Mr. HunIer and Art Melanson.
