21 new officers in $48.6 million police budget The Canadien Champion, FridayAPI1<14. 20<10-I Thank You AU! Halton Women's Place would hke to thank the following donors for their generous donations to our 2Oth Anniversary Dinner and Auction held on Februaxy 26,2000. These donations assisted us in raising $43,500.00 WintesstihlAsl~lennS~85l By IRENE GENTLE The Champion A $48.6 million police services budget carrying a 3.8 per cent tax wallop was endorsed by Halton's administration and finance committee Wednesday. If approved at council Wedneaday, the budget will plump up property taxes by $10 for the average homeowner. But tbat's mitigated by a $5 decline in the Regional portion of tise tex bih. ao the average rendent will see an increase of $488 on their property tex bih. If endoraed, tIse Halton Regional Police budget will bring 21 new conatables to the force. "Our budget focuaes on front-lime strength," raid police board chair iack Brewer. Overaîl, the recommended budget will coat the owner of a $185.000 home $279 per year. And that'a a reasonable deal, raid Mr. Boewer. "The average çoat per houaehold ia lesa than a cup of coffee a day;"heaaid. Part of the coat increase ia a result of provincîally mandated adequacy atandards. The atandarda are pohicing guidelinea impoaed by, but not fund- cd through, the Province. They're often deviaed from leaaons learned from high-proflle casea, auch as convicted murderer Paul Bemardo and rape victim Jane Doe. Milton Mayor Gord Krant.z supported tIse budget but objected to Halton taxpayers having to pay for provincially-mandated ade- quacy atandards. "Has anyone thought of atsnding up to the Province and aaying, 'No, I won't dance to your tune," asked Mr. Krantz. But the trouble lica not with the atandards, but with the Iack of cash to esse thero in, aaid Police Chief Ean Algar. "It'a difficuit to aay the adequacy standarda aren't good," he aaid. "They're great for policing. But the reality is tbey're asking you to shoulder the coats at the rame time." Bn its presentation to the committee, police repreaentatiVea aimed to prove that Halton bas a fracally-responaible force witb lower than average per capita coata. Stili uncertainties iii Halton budget tram lIALTON on page i mittees thia week 's approved at council Wednesday. That tranalates into a $5 decreaae for the owner of a home asseraed at $185.000. But factor in a 3.8 per cent increase in the police services bud- get - amounting to juat over $10 per home - and the tax load will increase by .4 per cent, or $488 per bousebold. Overaîl, owners of s $185.000 home cas expect 10 psy $1.093 in regional and police taxer for 2000. But there are atili uncertaintiei in the budget. Final pooling coata, tbougb estimated to be in tIse $40-million range, baven't yet been unveiled by the Province. Anti that means Regional ataff have bati to estimate the impacts in order to get the budget out, said Halton's finance commission- er me Rinaldo. "We can't keep our books open forever," be raid. "We beld off as long as we cas." But staff estimates are likely close, assured Mr. Roasini. "We don't anticipate the numbers ro be swinging wildly Ibis year," be said. Stili, any uncertainty puta the Region aI risk, said Oakville Mayor Ann Mulvale. That bas been the case since the Province began downloading, ahe atideti. "The biggest fight we hati wasn't the Province's rigbt 10 realign," saiti Ms Mulvale. "It's the exposure." This year, Halton residents will pay just under $250 for pooling on their propetty tax bilI. "Bt represents a significant suce," said Mr. Rossini. "It's about oneffthofottrtotal." Anti that number coulti increase as Halton's assesament base grows wbile Toronto's remains stagnant. Asked if that was fair by Halton Hilîs Mayor Marilyn Serjeantion, Mr. Rinaldo replied "If you ask Toronto, tbey think we shoulti be paying more. If you ask us, we already psy too mucb." aKhidCamlteIMfle asSy~rak.,Bs~ra A~5~mr~wde~& ~a«stqwpmaSskl~rkswd ~ sExp~m nd~oeUd~en~ Mslaws &a*Aae~I5a Asoe'sAItAnIk~&Cd1~ta5,CM5pbeIMIIe bsCJ5tsCdi~a~ AflGaiiU~Teniki Çduw~'Ib1 A~ff~kI~chL~b h~abapu~ BaCaffi$aiMh DiCwai4oeoek flevudgti~o~AIKm~ *S1A~BZMkm Dladc&OerkflackVifr 8a&sRa~I~ Bol~vE5CamfA5lMh Bdi~OiT ~&Dafl~Da~Mlb~ DrdySs~&~ b~d~mW~5~ Boesa~~n Brds~fCa~Gsdph Bustl~t~ BnstH1~r5ak~~ D~daA~Mk~5~, moe~r~JseyCJffif~dk~ BrsoeWhikMilUS BSra&ER~oe55IeMflas a a Wsta f Es~taixs5ffitCas daToercU Bii1rvah~td1Cs.Ltd,,TW5!~5 Hat3Epet555t.~5Ti5~ BsLÀ5Ie11a55515CBWtI~g~Ni Bud~arTasik.
