But the Region believes the ruad improvements are a safety issue and seemed surprised at the I lth- hour opposition to an undertaldng that has been in the works for years. "We've been working on this projeet since 1994," said Tony Finelli, design supervisor for Halton's planning department. "We thought there was s positive reaction until just recently." That was when the objections of the Guelph Line Preservation Committee, or GULP, became known. GULP is a citizen's group spear- headed by eight Guelph Line and area residents who behieve road improvements won't make the ares safer. But controlling speed through road desîgn will, said GULP mem- ber Tami-Anne Dams. "The major problem on this road is speed and trafftc management," she oaid. "The design they have (planned) doesn't facilitate Iower speeds." Currently, the Guelph Line strip han an 80-km speed limit. And despite poor sightlines, improper drainage and a lack of shoulders, that's what the road je now bulît for, said Mr. Frnelli. Work long overdue: Lee In the opinion of Ward 3 and Regional Councittor Barry Lee, the reconstruction is long overdue. "It's deficient, ms dangerous, and it han been established as a pri- ority for many years," he said "'Ibe safety issue is a big factor. In the pant two years there have heen 29 accidents on that snretch of road." He said this is the last phase of an ongoing plan to refine Guelph Line. Stretches through Lowville and Campbellville have already been tackled. Ms Dams admitted some work Your Local Supplier for ail your Home Heating Needs needs to he done on the road. But s tiat, clear street wilI juot encourage speed demons to drtve l'aster. "We'oe still s rural ares. We still have wildlife," she said. "The project needs to be scaled down in design." The location may be rural, but the road jant, noted Mr. Finelli. "Guetph Line is an arterial road," he said. "It's flot a local road." A key issue for the Region is a hazardous blind spot known as Hutchrnson's 1-lilI. But the hilI would he fine if dri- ver's took their time, said Ms Dama. "Speed kilîs, it's not the bih,' she said. And drivers are becomîng increasingty impatient, a situation that will likely worsen if the ruad is improved, she added. But a better road with ouperior sightlines wilI help police catch lead-footed drivers, said Mr. Lee. "A properly constructed road certainly gives you more opportu- nity to control speed," he argued.
