Mayo r Gord Krantz said he wants to protect the inter- ests of Milton taxpayers and will not sup- port a plan which bas taxpayers paying for what essentially is a local improvement. "I'm hesitant to burden the present prop- erty tax base with this," he sad. "I hope people in the area would go with a local improvement." The Local Improvement Act allows a community to front the costs of major infrastructure works as long as those bene- fiting return the money within an agreed upon time frame. The dehate in this case centres around a severance appeal. Having had their appli- cation for severance tumned down Donald and Wilhelmina Wilson appealed to the 0MB. The 0MB asked Milton what its intentions are regarding the road. Currently the Town's officiai plan says the ares should not he developed, and any rural development should he supported only if lots are at least 2.5 acres in suze. It is on this basis the Town tumned down the request for severance. The Wilson's lot is only two acres ir size now and they are proposing a split. If the severance is approved it would he a hasis for other local property owners to get severances. Town officiais say there coult he five more additional lots in the area hased on the 2.5 acre size minimum. According to a survey only four of the area's current eight residents want to see the road upgraded. Councillor Brian Penruan led the push for the wait-and-see approach. Councillor John Challinor wanted to secure some nionc ý fr thc rmailimprovemcnl now and the rest when building permits on new ly sevcred lots are issued. "Why taint the decision? Why flot enter mbt the discussions regarding road upgrades after the 0MB decision?" Mr. Penman asked. "By asking for money up front aren't we saying we'll allow the sev- erance?" Mr. Challinor said he supported the spirit of Mr. Penman' s approach and the protec- tion of the taxpayer, however lie felt $69.000 was a lot of money to lie required 50 far in advance of any actual sale of the property or construction. The $69,000 payment is based on a one sixth share, the number of potential sever- ances, of the estimated cost of bringing the road up to municipal standards. The Wilsons, through their solicitor, sug- gested $20,000 was a more realistic figure, especially given that the fund will have several years to accrue interest.
