14 - The Canadian Champion, Tuesday, July 28, 1998 Gevaert and Challinor on millennium committee Milton's Millennium Committee, a citi- zens' group considering projects to cele- brate 2000, will be graced with two mem- bers of town council. Mayor Gord Krantz said more council- lors might give people the impression that the committee is being hijacked by coun- cil. Lieven Gevaert defeated Cindy Lunau in a council vote to represent rural Milton while John Challinor was acclaimed to sit on the committee as council's urban repre- sentative. The vote took place during the public portion of a recent council meeting. After the vote Councillor Rick Malboeuf asked Mayor Krantz to move a similar appoint- ment from the closed-door session onto the public portion of the agenda. The mayor refused. Mayor Krantz said acting Town Clerk "Helen Lisi had ruled the closed- door appointment should remain as such because it was an appointment to a stand- ing committee of council. On the buses The community services committee rec- ommended to council that the current north-south transit route experiment be ended in favour of the former four route system abandoned in December, 1997. If the measure passes council the old route would be reinstated with minor improvements on September 1. During the six-month trial there was a reduction in ridership of approximately 11,400 or about 25 per cent as compared to the January to June 1997 numbers. There has been some difficulty from bus drivers in main- taining schedules, according to a report by Helen Lisi, Milton's Acting Town Clerk. The report also suggests that a route modification take in Market Drive and Industrial Drive near Highway 401, and another route change bring buses into the Seniors' Center. Disabled transit Earlier this year the Town of Milton contacted the 233 registered users of the taxi and van service for the disabled and asked for a certificate of eligibility from their doctor before issuing a user card. In order to obtain the card people must be unable to climb or descend steps used in conventional transit or have difficulty walking a distance of 600 feet. The updating procedure resulted in a reduction of 78 users. There are now 155 registered users but the number could go up or down. Techno update It's good news, and potentially bad news at Town Hall. Milton will soon begin a six month test of the advantages of the Geographic Information System (GIS) but at the same time staff are spending substantial time on the year 2000 problem. The GIS system allows a wide range of uses including taxation, building, zoning, emergency services, automation of notifi- cation processes and various analysis of data for planning and recreational purpos- es. According to Jim McQueen, director of corporate services, the system is on loan from Halton Region and will be evaluated for cost effectiveness after six months. The year 2000 problem has been reduced substantially according to Mr. McQueen, due to recent investments in new computers. The problem is well documented, with older computers and systems using only two digits to signify the proper year. It is feared that havoc could result when com- puters click over on January 1, 2000 because software will not properly recog- nize the year, confusing it with 1900. Initially Town Hall staff will identify systems that are potentially at risk. In addi- tion they will address problems that lie beyond their control. There could be utility disruptions; water, sewer or traffic control problems, and elec- tronic transactions could be affected. Plans call for replacement of older sys- tems, verification of new systems and tests to see what will happen. A committee is being formed to establish a process for taking action.
