At Tuesday's health and social services committee meeting, Oakville Councillor Anne Fairtield repeatedly asked Dr. Nosal how the shortfail wiil be funded. The higher costs are attributed to provin- cial downloading of programs onto munic- ipalities and pooling of social services funding throughout the Greater Toronto Ares (GTA). "My personal position and that of ALPHA (the Association of Local Public Heaith Agencies) is that public heaith should be 100 percent provincially fund- ed," said Dr. Notai. "Pooiing of funds suggests that public heaith is bigger than any one region so maybe it should be shared across the whoie province." Oakviiie Mayor Ann Muivale stepped in and told Ms Fairtieid that Halton wiil fund ail] the services it is required to by law. "If we have to borrow money to do it then we'il borrow money," she said. Ms Mulvale complained that the lack of tinancial information fromn the provincial governiment is impeding the current municipal election campaign, as weii as ail economic deveiopment. The provincial goverrnment promtised specifîc tinanciai numbers by st Monday, and sent packages to municipalities that afternoon. Minister of Municipal Affairs Ai Leach also released a statement promising min- istry officiais wiii meet with ail municipal- ities by election day, November 10. Changes take effect January 1, 1998. Milton regional Councillor Colin Best was skeptical about getting a complete pic- ture, and said municipalities will likely just produce their budgets and go begging to the provincial governiment for any shortfaii in funds. The Ontario govemrment has set up three programa ta help deal with shortfais. There is a Community Reinvestment Fund of $500 million and the Additional Transition Assistance Fund of $70 million, plus a one time Municipal Capital and Operating Restn.acturing Fund of $800 mil- lion. "This is not disentangiement or more efficient," said Mr. Best. "We wilI have five different scales of public health ser- vices in the GTA. That is the reason we have income taxes, so people ail] have accesa to the same level of services. This will entangle us even more."
