Last Wednesday counicillors gave the go-ahead for a massive advertising cam- paign - directed against the Ontario gov- emment's plan 10 download welfare, subsi- dized housing, ambulance services and Go Transit costs onto municipalities. Approximately $100,000 wiIl be spent in an ali-out effort 10 publicize council's anti- funding shifts stand. Much of the money will go towards fu- page advertisements in both the Toronto Star and Toronto Sun. Securing space in community newspa- pers throughout the region's four munici- palities wiIl take care of the balance of it. "As Ioud as we've been screaming, we ve got to scream louder," said Burlington Councîllor Rob MacIsaac. "If people only knew the impact (of proposed funding shifts) they would get involved." Burlington Councillor Jack Dennison, however, questioned the necessity of pur- chasing space in the daily publications. "Won't we have pretty much covered the ares if we advertise in local papers? I agree we need to communicate our stand, but I can't get convinced that media advertising in Toronto will make a difference. I can't support this." Cops want to make a big impact A hunt for "high-risk drivers" on town roads and highways will be held tomorrow (Saturday). Police will look to nail aggressive dri- vers during Operation Impact, a Canada- wide traffic law enforcement and educa- tion initiative. Thse "high risk driver" pcrsistently dri- ves while impaired, fails to use seat belts and speeds excessively, according to pro- gram sponsor the Canadian Association of Chiefs of Police. "Operation Impact will target this type of driver in order to make Canada's roads the safeat in the world," said an associa- tion press release. In 1996, officers from 216 Canadian police services stopped more than 298,700 vehicles and issueri 9,014 seat helts charges and 9,514 other traffic-related charges, including 500 for impaired dri- ving. Thse Halton Regional Police Service and Milton OPP will take part in the 24-hour programi. Joining together for the seventh year, a total of 216 police services acros the country will participate. Saturday will also serve as the kick-off for the province's faîl seat belt campaign, which nins from October 5 10 October 18. '%'he moat successful strategy to deal with thse dual challenge of high risk dri- ving and the use/non-use of seat belta is an aggressive combination of public educa- tion and enforcement," said Sgt. Frank Phillips of Halton Regional Police. o\ui lhe ol a oîot iîc1 JIUNÎLIci campaign. Halton Chair Joyce Savolîne said an unprecedented campaign is needed to combat unprecedented funding shifts. Oakville Mayor Ann Mulvale further charged that "this campaign is a one-time cost to try and block huge tax increases for years and years to come." Halton Region faces a $57 million to $68.8 million tax increase to cover the province's impending shifts, according toi regional estimates. Area residenta have been told to expect a 21 per cent hike in property taxes - which amounts to more than $400 per average household. k11oýs hic iii1 cîaci i uîîîg~îh~ said Oakvillc Councillor Kathy Graham. Proposed downloading, she added, will create an imbalance of tax increases and demonstrates that the govemment is "fly- ing in the face of ils own advisors." Claiming that not everyone reada their local newspaper, Mayor Mulvale said council needs to blanket al] of Halton in their bid to stop the provincial govemment. 'This advertising will coat $1 to $2 per household. You can bet people would be outraged if we saved themn this money and didn't inform them," she said.
