Burlington Mayor Walter Mulkewich also asked for support of the GSTB but for different reasons. Quoting Municipal Affairs Minister AI Leach, Mr. Mulkewich said the board would eventuaily become a tier of gov- emment, pushing out one of the existing levels. He suggested support for the GSTB waa the best protection for the local level of government because it gives municipali- ties the opportunity to make servicing deais with neighbouring towns and cities. Mr. Mulkewich said the alternative is an amalgamation along regional fines which would iead to a City of Haiton. He added it is possible neither local munici- palities nor Halton itself would survive changes in govemment structure. Councillors rejected Mr. Mulkewich's vision, saying that its conclusions rest on a large number of assumptions. "Mr. Mulkewich's position is based on highiy speculative assumptions," said Buriington Councilior Rob MacIsaac after the meeting. "People here don'î want to cede juriadiction to a Toronto govemnment and they don't want an extra level of govemment." Council agreed it is important to, be at the GTSB negotiating table in order to protect Haiton's interests. Oakviile Mayor Ann Mulvale said Halton's position is merely a comment on a proposai. She said the provincial gov- emnment bas cbanged its mind on some issues and it is important for Halton to make its views known if it wants to effect change. Ms Mulvale said it may be that Halton can opt into the GSTB at whatever level suits local politicians. "It might be hard to, say emotionally but it is not bard to say inteiiectuaily . .. we arc part of the Greater Toronto Area," ahe noted. "The public bas no feeling for this region. That's reaiity." Ms Mulvale said if the province wanis an evolution of the GTSB into a level of' govemment then it sbould opt for a miodel which will provide equal representation to ail municipalities regardless of their size.
