The legislation was initiated by St. Catharines MPP Tome Froese in a private member's bill. 1I arn pleased that we have an opportunity to quickly implement another good idea put forward by a pnivate mem- ber, just as we implemented Liberal MPP Pat Hoy's propos- al to double fines to a maxi- mum of $2,000 for passing a stopped school bus," said Minister of Transport AI Palladini. Town counicillors agreed with their col- league and passed a resolution calling f'or the Ontario govemment to challenge art Ontario Court of Appeal decision which has allowed women to go topless if they choose. Councillors also directed Mayor Gord Krantz to ask federal Minister of Justice Anne McLellan for the legal tools to establish municipal standards bylaws. "It's a legal activity but that doesn'î change the fact that there are community standards," said Mr. Challinor. He acknowledged that the legal righi to hare breasîs could be accommodated, but said it should flot supersede communiîy righis. In addition counicillors passed a munici- pal policy on how to dcal wiîh iopless females in public pools and parks. If there is a complaint the toplcss woman will be approached, informed th.i someone feels offended, and asked to cover up. If the woman refuses, municipal staff have been asked to thank the persos for her time and walk away. The staff member will then inform tlie person who made the original complaini and take no further action. An incident report will be filed to help monitor the activity. "In the final analysis they can refuse io cuver up and there is nothing we can do about it," said Mr. Challinor. He speculated that the provincial gov- emment waited until summer and warmer weather before addressing the issue. He said the province could legistate municipalities to designate areas such as beaches for Ibis activity. The only women on counicil, Marion Howard, suggesîed that the policies and requests for legisîstion were "making a mountain out of a molehill. "The more attentiýin you brîng to this issue the more sets of defiance you will see," she said. "This is an issue simply because ita different from what we are used to." The request for legisîstion and attached municipal policy on complaints passed by a natrow 5-4 margin. Mr. Krantz said he understood there waa a topleas display in Milton on the weekend, but was unable to furnish any details. 5ý velA ft0t 041>99 at 7:00 Pm
