Young backs hard-hitting bill for kids By PAUL MITCHISON Special ta The Champion Terence Young bopes to convince the province to introduce the tougbest tobacco and drug legislation in North America. The Halton Centre MPP is calling for a zero tolerance policy, to make it illegal for kids to be on scbool property witb ciga- rettes, punishable by a suspension. He'd also force parents to meet botb the achool principal and a social worker or guidance counselor, if a teacher so much as suspects a student is involved with drugs. "The major problem in our society is denial," said Mr. Young, who is confident bis private member's bill will be approved. "Substance abuse amongat our youtb is at its highest level since 1980 and, sadly, this insidious problem is thriving on our ignorance and apatby." Bill 134, An Act to Promote Zero Tolerance f'or Substance Abuse by Children, passed tirat reading on May 27, and second reading is set for June 12 at Queen's Park. For it to become law, Mr. Young's bill would require tbird and final reading, which would likely depend on it being referred to the Social Justice Committee for debate and public input, this faîl. "If I'm lucky il will go the committee level," said Mr. Young, who represents portions of south rural Milton. "ItîIl be a challenge te, gel it on the agenda hecause they're so busy." Citing the newly-released Addiction Research Foundation Ontario Student Drug Use Survey 1977-95, Mr. Young aaid the statistics are alarming. It showed 41 per cent of grade Il stu- dents smoked cannabis in 1995, while LSD had been tried by almoat one in five. Some 76 per cent had consumed alcohol.
