THE STATE 0F THE HALTON TEACHERSI BOARD CONTRACT NEQOTIATIONS Negotiations betwecn the Halton Board of Education and thse elementary and secondary teachers are at an impasse. Tslks concerning the Board's 1978-79 contracta with each teacher group began over ten months ago. A Fact Finder, appointed by the Education Relations Commission, recently released his report detaillng the items in dispute in each set of negotiations. Here are the positions expreased by both sides to the Fact Finder on major items: SALARY 51/2% increase in total costs. This is thse Board's offert structured so that lower-paid teachers receive the highcst percentage increase. The highest-paid teachers would still receive an increase over 1977-78 resulting in a maximum salary of $28, 186 for claasroomi teachers. Board 0f fer Secondary Requst EIsm.ntary Requst 5Y2% overali 7% ail positions 8%e ail positions $28,186 maximum classroom salary $28,722 $28,M9 INSURED BENEFITrS Secondary = $160,000, Elementary = $133,000. These are the costs of an extensive dental plan which the teachers have requested be paid by the Board. These costs are in addition to the 75% of premniums currently offered by the Board for OHIP, Extcnded Health and Group Life Insurance. STrAFFINO Sscondary = $1 ,628,000 This is thse cost of hiring 68 more secondary school teachers to lowcr the Pupil Teacher Ratio. Elementary = $g80,000 This is the cost of hiring a minimum of 50 more etementary teachers. The Board feels that there ocill not be adequate educational benefit to justify these costs. Current clans sizes in Halton schools are educationally sound and econornicaily reaponsible. PARAPROFESSIONALS This termi descrîbes school staff that assîsa in many non-inctructional dulies. Thse Board wishea to, maintain thse use of these staff members within thse staffictg ratio. Thse elementary teachers requesa that these non-teachers Ile compensated above and beyond thse budgeted staffing ratio. The secondary teachers seek abat no non-teacber bc bired within aIse staffing ratio. TrHE BOrmrmM UNE TIse secondary dispute is now în mediatîon wtb a provincially appointedl mediator. TIse elementary teachers.bave requeated tIse appointment of a mediator. This is tIse situation as it stands foilowing tIse Fset Finderts report. As, Fact Finding, increase of tol items over 1977-78 base: SECONDARY ELEMENTARY Board Off or Tsacherst Requesi Board Offer Teachers' Roquett 7.6% $2,103,000 16.4% $4,512,000 8.0% $2,101,000 15.8% $4,123,000 TIse heart of the matter is this: controlling tIse cosa of providing tIse beat education possible for tIse students of Halton. The Board wisbes to continue negotiations reasonably and reaponsibly witb Halton teachera. HALTON BOARD 0F EDUCATION W.D. ItERD, Chan E.S. LAVENDER.DirCcIor le Bhecs osiy one lest meet.
