A man who has the ability to shape the future and to make hard and tough decisions to achieve a desired goal. It is not often that a man leaves his mark on the community, a mark that will affect, for the better, the lives of his neighbours for many years to come. The Worshipful James "Jim" C. Gartshore, 40th Mayor of the Town of Whitby, is such a man. During his five-year tenure as mayor of this days of Mayor Ed Bowman during the early 1930's. His enthusiastic approach to the affairs of the town was so great that it spilled over and infected those who worked with him or for him. Gartshore is one of the most highly respected policitians in the region, this was evident at last Wednesday's testimonial when six of the eight mayors came to pay him their respect. He did not take a passive role at the region, but instead earned the respect of all councillors because his vision of the Town of Whitby spilled over, once more, to include the entire region. Although he was against regional government in the beginning, it can be said wi.th complete justification that Gartshore was one of the-people that made regional government acceptable and worked hard to make it work. Perhaps one of the most known facts about Gartshore's tenure is his running war with the press. He never made any secret of the fact that he was not totally contented with the local mem- bers of the Fourth Estate. However Gartshore was always honest with the Fourth Estate. Any reporter questioning him found that his answers were to the point and that his personal style, although gruff, was open. In fact, although many reporters did nýt like him, and perhaps were even in fear of him, they preferred to deal with him than with other coun- cillors out to make their political points. He earned, the grudging, respect of all mem- bers of the Fourth Estate. It would take more space than this publication can give to list all of the accomplishments of the mayor during his tenure. Gartshore had more influence on the shaping of the Town of Whitby than any other mayor before him and will leave a hard act to follow for his suc- cessors. He turned the office of the mayor into a dynamic force for change and progress in the community and although he has returned to private life, his impact on the lives of ail of us will be with us for many years to come. The Whitby Free Press would like to take this opportunity to thank His Worship for his con- tributions to the Town of Whitby and wish him well in his future endeavours. We do not believe that Mayor Jim Gartshore will ever be or can ever be forgotten. Mayor Jim Garishore As we will remember him municipality, Gartshore presided over the greatest period of growth in the history of this community. During this time, the town's population grew by approximately 9,000 persons. Gartshore led this community during the for- mative years of the most explosive controversy to hit the municipal political scene in this century - the creation of the Region of Durham by the province in 1973. While the region had been operating for a year when he took office in December 1975, Gartshore was a major force in shaping the direction of regional government. Last year, he fought for and got a review of regional government. Unfortunately, regional council, in its wisdom, did not adopt the vast majority of recommendations contained within the report. If he was anything, Gartshore was an aggressive mayor. He led this municipality with a fevour that was previously unkown except perhaps during the vp- 1 - --z9 lu
