A retrospective ýoverview of those who have occupied the mayor's chair from the days of James Rowe to modern times leaves one with the strong impression that it was "Big Ed" Bowman who was the best of ail the mayors of this municipaiity. His termin of- f ice ra n from 1930-1935. During those Depression years, Bowman proved him- self to be, not only a popular man with the electorate but a quietly competent officiai in the management of civic affairs. He was for certain the people's choice as long as he sought public office. Much of Ed. Bowman's success in local politics was due, to the easy way that he could mix his business activities with the demands of political life. He was the Whitby man for J.A. Wiliough by and Company, Canada's most prestigious farm sales organization in those days. His work involved the listing of farm lands, getting to know the owners and poten- tial buyers, agairist the day when he might be heipf ul. When the. vacant land market declined and then virtualiy disappeared, as the depression deepened across Canada Ed Bowrnan turned to municipal ppliics. His vacant land listings became the grist for his political miii. It is quite possible that Bowman's term as mayor was the 10w spot in the economic life of the Whitby Area. Business activity was almost at a standstill, Canadian companies and municipalities were floun- dering or in bankruptcy. The Town of Whitby sur- vived, and it was due in no small part, to Mayor Bowm- an 's never-ending en- deavors, to maintain stability in this community. Almost 50 'years have passed, since he made this contribution to the long termn viability of Whitby's f inan- cial affairs. It will for cer- tain be bis monument over time in local history. He and others who worked ciosely with him then, could not see the true value of their work at the time. With this retrospective 100k at eariier times, however, the people of Whit- by can see more clearly now, all that was accom- plished in those difficuit and dark days. Mayor Bowman was for- tunate to have around hlm, good support staff and the best of these, was c lerk- treasurer John R. Frost.' Between the two of them, whenever he offered his ser- vices. In his early days "Big Ed" was a good athlete and he had the knack of making a difficuit play look easy. That's what happened when he turned to politics in the thirties. He made it ail look easy with his disarming quiet ways and real ability. Later in life, Edward Bowman received many honors including the Peter Perry award for 1962. Ed Bowinan Bowman and "Frostie" maintained the municipal cash flow required, to keep the Corporation of the Town of Whitby solvent. It wasn't easy. There were few corporate citizens or individuals who did not need somne form of co-operative assistance in. the payment of taxes in those dark and distant days. Mayor Bowman did not avoid this aspect of bis of- fice.
