Emm di*d not vote in favor of buses By MICHAEL KNELL Free Press Staff It appears as though the Whtby Free Press owes Regional Councillor Gerry Emm an apology. In an edltor'snote at the end of last week's Corridor Capers, the Free Press said that Emm voted in favor of lmplementing a public tran- sporiation system in the Town of Whitby. In calling ta point out the error of our ways, Emm sald l n an interview last Thur- sday that, "I did flot vote for the buses. 1 voted for cer- tain things in connection wlth the buse." Upon researchlng the course of events of the last year Emm's statement is truthful. On July 23, 1979, Whitby Town Couneil passed a motion that ordered staff to seek cost estimates on a three bus system giving an hourly service. This motion was passed on a recorded vote by a 5-2 margin. Voting for the measure were Regional, Councilor Bob At- tersley, West Ward Coun- cillor Joe Bugellil, East Ward Councilor Joe Drumm, Centre Ward Coun- cillor Barry Evans and Emm. The two dissentlng votes came fromn North Ward Councilor Bob Carson and Mayor Jim Gartshore. However, on September 24, 1979, council rescinded the above motlon on another recorded vote. Voting ta rescind were Carson, Drumm, Emm and Gar- tshore. Votlng against the measure were Attersley, Bugelli and Evans. Another motion, similiar to the one passed in JuIy (except that this was for a four bus system offering an hourly service wlth half- hour peak perlod service) was passed by coundil without a recorded vote. Emm said that he did vote in favor of this motion. Emm said that he voted for the July and October resolutions because he wan- ted more information on the system, particularly as far as cast was concerned. Whitby's longest continuai servlng councillor said that he wanted a cost for the system establlshed before he could support it. While he did affîrm that he is in favor of a transit s ystem for the town, he clearly pointed out that he is GERRY EMM not in favor of the system that is presently operating. "As 1 said at that time (last year) and I stil main- tain is that the bus system the town got ltself into was too big," Emm said. He also dlaims that. senior citizens cannot use the = eent vehicles, and uethey can't usethem, they don't. "Seniors won't be able ta use them," he sald. "Seniors would have dif- ficulty using themn. And I'm rlght, seniors are not using- the bus. " Emm also maintains that the present system has.ta be motified. 1"The present systern has ta be changed," Emm said. "I have my ideas as ta bow it should be changed, but that's the council's decision. " Emm would not elaborate on how he thinks the present bus service should be changed. "How long can we con- tinue at the cost everyone is having to pay?" Emm asks adding that the system in use is too expensive. He is also disappointed in the sérvice's performance to date. I'm embarassed because its not living up ta the expec- tations of what the ridership (should be). " When the councillor said that he did not vote for the buses, he was correct. On February 25, 1980, coun- cil voted ta accept the bid of Charterways Ltd. for the establishment of the bus service. Council passed this without a recorded vote. Durhing the same evening, council voted on Bylaw 965-80, a bylaw ta execute an agreement bet- ween the town and Charter- ways. That passed on a recorded vote wlth support for the measure comlng from Attersley, Bugelli, Drumm and Evans. No votes came from Car- son and Gartshore. Emm could not have voted for the buses on this last and most important motion because he was not present at the meeting. Emm said that he was away from the meeting because of an urgent famllY matter and that he had secured the mayor's per- missioih to be absent. Asked how he would have voted'had he been present, Emm said, "I'm opposed to the present system, 1 would have voted no on February 25. 1 don't like those large buses. " He believes that the system is not a great help to either senior citizens or ta high sehool students. 111 would have voted against the bus system knowlng that students dldn't have sehool transportation in the Corridor area." It would appear as though while Emm favors some form of public transit in Whitby (although what kind in unkinown because he won't say) he is flot a sup- porter of the present system. ChLamber wine and cheese Party The Whitby Chamber of Commerce wil hold a wlne and cheese party on October 8 at 8 p.m. at the Station Gallery on the corner of Vic- toria and Henry Streets. The gathering wili be a social and informai evening designed ta allow members of the chamber ta, get better aquainted with each other. Featured at the gallery during the evening will be a collection of drawings and watercolors by Lionel Lemoine Fitzgerald, a member of the Group of Seven. Cast is $4 per persan.
