RealIy, we must decide soon whether we can continue as a branch-plant economy or if Canada should work towards in- dustrial self-sufficiency. Some label it "econoznic nationalism", I caîl it getting Canadian involved in Canada. For too long we have been willing recipients of foreign capital and technology. We sup- We need an economiec package plied the raw materials and first-class manpower while the U.S. and Europe supplied the brains. Some economists argue that this fact makes Canada the only under-developed Wester nation. While we ail know that Canada desperately needed foreigri investment to keep our country booming after the Second Worid War, we now have sufficient potential to go it alone. 1 believe we simply must wean ourselves from this artificial source of well-being. Reluctance by the federal government to do any more than pay lip service to this goal is obvious. Lack of a genuine in- dustrial strategy meant that in 1979-80, 88% of the applications received by the Foreign Investment Review Agency were ap- proved. In 1977-78, this "watchdog" agency approved 91% of foreigri requests. Encouraging foreign subsidiaries to provide more outiets9 for real Canadian involvement tin the manufacturiflg and technology of their products is a beginning. But I arn anxious that we move far beyond this point. My prescription, humble as it is, would be the developmeflt of a total economic package for Canada. Priority would be given to expanding our manufacturing capacity. In addition, genuine incentives would encourage our small businesses, the natural resource sector, and the rapidly growing new technology industries. Such a serious strategy would mean our own communities - Ajax, Pickering, Whitby, U.xbridge - would no longer be hostage to the whinis of foreing industrialists. Why be content with less?
