It is a basic Marxist concept that the struggle between Capitalism and Com- munism will continue inexorably until com- munism triumphs. Their war, hot or cold, never stops, for den- tent provides an ideal opportunity for their propaganda to in- fluence our f ree society, while in their dictatorship only what suits their ideology is permitted. Our educational system has gradually been directed towards a collectivist society by such "Frontier Thinkers" as John Dewey, George Coun- ts, Harold Rugg, F.A. Magruder and many others. Under Huxley, UNESCO, saw the destruction of childr- en's love of country and patriotism as the f irst step towards education for world citizenship. Dr. Brock Chisholm head of W.H.O. of U.N. speaking of the psychological distor- tions in civilization said, "The only force capable of producing these perversions is morality" and "The eradication of the concept of right and wrong are the belated objectives of nearly ail psychotherapy." With this attitude it is an easy step into the relaxing of - old ideas of traditional family life. But our sex education, with all its advice and war- nings in unable to deal with new freedom and our expensive hospitals are becoming abortion abbitoirs. It is in the interest of Russia and its sympathers here to encourage this development, but the communists under much stricter discipline are concer- ned about Increasing their population for their military aggressions when the time for them ls ripe. Aindrew Glen, Locust Hill, Ont. Property tax reform is needed, reader writes Dear Sir: Your editorial titled "Property Tax Reform" prompted me to write. With the present assessment method, those who use their land site more efficien- tly pay the higher tax, whereas vacant land is assessed so low, it pays almost no tax. Many cities and towns both in the U.S.A. and Canada have changed to a more equitable tax system which greatly benefited all segments of the community. They converted to a land value tax plan. They first made the assessment of all land at its full market value. After that they decided if they would make the change in five or ten years. The first year raising 20% of Revenue required from a tax on land ensuing years the land value tax component could be raised to 40% system would be phased out altogether. This would reduce taxes on all im- provements and the in- creased tax on vacant land would end the practice of holding land off the market for specualtive profits. I could give many examples of towns having made the change, I will only 'give a New West- minister B.C. as an example. They have 86% of householders own their homes, about the highest in Canada. Land Speculation has entirely disappeared. Manufactureres and Business men are in an enviable position, sin- ce the can and do make improvements to their plants without the fear of increased taxation. I may say that school boards and county government use the same basis for taxing. A tax payers association may be needed here as in some towns.
