"Council is most sym- pathetic (to their probleni) and is looking for ways to assist them," Wallace said. "I wish I had a solution." CLOCA too, seenis ta find itself in a tough legal position. Bill Campbell, manager of CLOCA, pointed out that the residents have only right of access and that right in- cludes the right to maintain the road. However, he also said that "it isn't even a road. It isn't even a road allowance. " CLOCA is waiting for a legal opinion on the situation to corne from the provincial government. "The authority wanted a legal opinion as to whether an expenditure on the road or Uhe bridge will incur liability," Campbell said. He also said that CLOCA has neyer spend money on the road and that the authority's, plans for the area do not call for a road in present location.
