" Newman also reminded council that Brooklin is still a special study area in the Region of Durhar's officiai plan. He said that it was. necessary for it to remain that way until the town gets a better deal froni the developer. The former mayor also said that there were "serious conflicts in ternis of the intergration of the development agreement. " Newman also presented council with a timetable that he claimed represented the schedule of events shouid the development agreement be signed. The schedule showed that before the local sewers and road and sidewalk recon- struction were compieted in March, 1985 there would already be 550 homes buit as weîl as 25,000 square feet of individual space. "There will be .950 homes built in Brooklin and no sewers to hook to theni too," Newman said. According to Newman's calculations there wouid be 250 homes built in Whitby's northern hamiet before the trunk sewer lines were coni- pleted in December, 1983. "This deveiopment agreement is a dangerous thing for this municipality," Newman Said.
