Whitby hrbor was the key to the town 's early growth By Eugenc M. Henry In thc days of first set- tiement, here abouts our harbour on Lake Ontario was known as "Big Bay", then Windsor, until it was changed to Whitby in 1848. This fine illustration of it, by Cambridge artist Roy Austin, shows what the har- bour looked like in 1867- confederation year. The pic- turc shows thc north/east sector of it at thc foot of Brock St. The high-rising building is the Chester Draper Elevator that housed the first mechanical grain handling storage facility in Uic Whtby area. Other structures in thc picture are St. Johns Anglican Church, t.he Watson Warehouse, the James Rowe (Whitby Har- bour Co) Storage Building and thc fishing shed with their drying reels the small schooners arc typical of those that worked in the Canada/U.S. grain trade from Whitby to Rochester and Oswego N.Y. in those pre confederation days. The commission will present a $14.98 Million operating budget to finance dcpartmcnt officials. Last weck Uic commission spent more than two hours trimming off more than $200,000 from its record budget. Thc 1980 opcrating budget is up from 1979's $12.68 million and Uic increasc in Uic net cost of police protec- tion was 25.8 per cent. Items cut from the budget rangcd ftrm an elcctrical typewriter for Police Chief Jon Jenkins' personal staff to two additional motor- cycles. Last month, Durham Regional Council ordcred its dcpartments to keep spen- ding increases to 4.2 per cent for an impact on Uic tax- payers of 10 percent. Police commission chair- man Tom Jermyn said that while Uic rate of inflation was around seven per cent he felt that Uic department's additional spending requirements could be kept within Uic 4.2 per cent regional guideline. Uic key to economic growth and prospcrity for this whole area up to Brooklin and Port Perry, as far north in fact as the fertile farm lands around Lake Simcoc. The wheat lands north of herc, thc roads and taverns and commercial buildings, the dock side structures around Uic harbour were in- terconnccting clements of an economic systemn that workcd. There was little or no unemploymcnt in the Whit- by area then. Everybody from black smiths to lawycrs made money Urough the sale of farm produce or services requircd to get thcm to the harbour. It was those grain traders, howcver, who really made Uic big bucks in those days. In this connection it is quite possible that our Whitby businessmen were acting sometimes for Montreal or Engjish banks. The small group of fre entcrprising speculators bascd at Whitby harbour like Peter Perry, James Rowe, Chester Draper, John Watson and their associates had quick and easy access to information as to the potenital for our farmers in U.S. markets for grain and lumber. Rochester and Oswego wcrc just a few miles away across Lake Ontario. Their littie schooners were in those ports almost every day. They werc in the right place (Whitby harbour( with thc right commodities. Thcy wcrc trusted responsible businessmen in Uic Whitby Community and thcy con- trolled the flow of surplus grain from our regional farms. This was the period of greatcst prospcrity for those in thc Canada/U.S. grain trade. The beneficiaries of these revenues started to build fine barns, schools, in- stitutions and good solid ur- ban homes. These are the heritage building that are in our midst today but that is another story.
