Powers traditionally held by Parfiament were graduaily reduced; the level of input from the indivdual meniber deciined, ultimateiy reducing their abiity to fuifili their responsibilities as representatives. The Government followed through on a major cani- paign promise by tabling its position paper on Parliamentary reform in Novernber. The refornis would extend substantiai powers to the House of Cominons committees, increasing their abiiity to effectively investigate governient proposais and administration. Private members of the Commons would assume a more active posture and thus ailow Parliament more responsibiiity to act as a truly representative body. In addition to providing greater resources to the in- vestigative committees in order to monitor gover- rnment spending and operations, we recommended allowing private membersgreater opportunities to introduce and pass their own legisiation. Ours were the first significant reforni steps Parliament say in ten years. Trudeau regarded MP'S as "nobodies". We disagree. The House of Comrnons is the backbone of ail government and must function as such. The PC's intend to ensure that power is brought back to Parliament. Posma Most constitutional discussions centre on the reiationships between provincial and federai governments. Libertarians believe that con- stitutionai change must involve a redefinition of the relationship between the individuai and gover- nments at ail levels. To this end, a Bill of Rights, protecting individuals from government action miust be put into force. Rison Again, constitutional reforni is not a burning issue on the hustings. People are more worried about their mortgage payments and the price of gas than repatriating the BNA Act. The NDP would like to see elected delegates to a national convention on the constitution, rather than government officiais or provincial premiers. Bill Davis may know the feelings of Brampton on reforni, but he has no right to speak for Ajax, Moosonee, Whitby, KIlilloe, Pickering, Dryden, or Armstrong. A new con- stitution must contain language rights for al minorities, the right for ail Canadians to question confederation, the right to equality of opportunity in the job market, in education, and in every other facet of life. Medicare should be a right guaranteed by our constitution. --i
