Allowing Biondo to put a bag over a parking meter for a half hour or so while making deliveries would "set a precedent," says Town of Whitby works directar Wayne Hancock. "We'll begig bags out ta everybody and theyMl be bagging the meters whenever they want ta... WeIll lose cantrol of the municipal parking system that was set up ta provide parking for customers and not for store owners loading or unloading." Hancock says it's not thïe Town's, responsibility-ta provide loading zones.fôr stores, especiaily when a sto re owner has a laneway and ares, at the back that can be used for that purpose. He says parking officers "do't particularly bother" people making deliveries, even if they're double-parked, if the driver is unloading to a store. Hancock says he even offered ta approach Bell Taxi with Biondo to see if an arrangement could be made but "I haven't heard back from her, she's sort of asking for some special consideration on the street and we've said no." Centre ward councillor Shirley Scott says she thinks giving merchants a bag ta put over parking meters while loading or unloading is a good idea. Biondo contacted her earlier about the problemn and. Scott says she thought it was resolved but promised ta again look into the situation.
