Whitby officiaIs can now levy fines of up to $5,000 on anyone caught takmng newsptapers or other waste material plaoed on the curb for collection. The new bylaw,. passed by council Monday evening, is desig- ned ta combat people cruising the streets early on garbage day or the night before, plucking newspapers and other higli value items fromi blue boxes. That's became a. problem recently with the soaring cost of newsprint. Durham Region relies on money from the sale of it and other recyclables ta help pay for the blue box prograin. The expansion of the blue box programthi, fal should ep discourag rivate companies who've circulatedfiyers asking residents ta give them their recyclable material, says regional councillor Marcel Brunelle. Beginning in September, the blue box programi will accept mixed household paper, items such as junk mail, computer paper,- all types of envelopes, magazines, catalogues, fiyers, will box down between management and Local 2784 of the United- Steelworkers, of America.
