B yMike Kowalski The'har of Durham' Reio shouid have to stand for election like'any other regional council- lor a locai MPP beiieves. l5urham West MPP Jim Wise- man has drafted a 1private mem- ber's. bill which, if passed into law, would require t he political head of Durhami Region to be a publicly-elected member of regilonal council. 1Currently, the chair is chosen every three years by the 32 members of council elected from thei eseti ve municipalities. Alhuhincumbent Gary Her- rêéma intends to seek a sixth terni as chair, he will ot have to run in this year's municipal eiec- tion. In fact, the last time Her- s ne ame was on a municipal ballot ýwas,1 in 1980 when Uxbridgevoters re-elected hlm mayor. H errema, was namied chair that December to, replace Dur- ham's flist' chair - Walter Beath of Oshawa, who Aiose to retire. Wiseman -told the Free Press the "motivation» behind his bill is «pretty much the same» 'as Ithat of some of -the people who appeared before the- Ontario legislature's justice committee in Oshawa last week. ,The- New Democratie Party MPP is a miember of the commit- tee which. is holding hearings into Bill 163 -- a package of proposais dealing with municipal government in Ontario (see separate stories). "They wanted the chair elected and se do I," said Wiseman, who represents Ajax and Pickering. HIie bill, which would be an amendrnent to the Region of Durham Act, is similar to the procedure used to eiect the chair of Metro Toronto, Wiseman explained. Thie regionai chair would have te be sorneone elected from one of Durham's eight -municipalities, lie said. When it* holds its inaugural meeting. in Decejnber, regional council is free to elect Herrema or anyone es&it chooses, Wise- man noted. «You or I could be chairman,» hie said, with tongue firmly in cheek. Although his bill means someone elected in November would have a new job in Deoem- ber, Wiseman has taken steps te ensure that votera in the cha.ir's municipality will not be faced ,with a by-election te replace the chair. "Th«e person finishing second wouid atitomatically become rgonal councillor. There has te, be a mechanism in place te replace the regional chair,» hie said. Ia the next election the chair would have te rua for re-election, Wiseman said. Althoug h time is runningf out in the ife of Ontario's _NDP governm ent, Wiseman is hopeful the bill will corne before, the legisiature prior te next spring's expected provincial election.
