The Interim Waste Authority Ltd. (IWA) recently released two discussion papers to help people participate in the final step of the six-stop process leading te the selection of the three new landfill sites in the Greator Toronto Area (GTA). The next stage of public participation is a series of workshops to be held over the next several weeks. One paper deals with the revised Stop 6 selection criteria and the other with equity. The revised Step 6 discussion paper describes how the selection criteria wvill be used in the final phase to compare the environ- mental suitability of each short-listed site. The comparison process will identif'y a preferred site in each of the three study areas -- Peel, Durham and Metro Toronto/York Region. The Step 6 criteria groups are agriculture, biology, geology/ hydrogeology, social, archaeology, aviation, design and operatiens, economics, heritage, planned land use, surface water and transpor- tation. A public consultation workshop ta review the criteria and how they should be weighted and ranked will take place in al study areas on Saturday, April 24. Weightirig and ranking involves determining which criteria should take priority, and by how much, in comparing the candidate sites. A follow-up 'feedback' work- shop on the results of public input ta the Step 6 criteria and the weights and ranks is scheduled for Saturday, May 29. During Step 6 the 1WA proposes ta conduct the following activities: * evaluate alternative haul routes ieading te the selection of the preferred route for each short-listed site; -* carry out studies that involve on-site drilling and groundwater monitoring- 0 develop a conceptual design for each.short-listed site; e identify the 'net environ- mental effects' of each short-listed site (this is accomplished by using the conceptual design as a basis for predicting the potential environmental effects and then reducing it by applying mitigation measures; the result is the net environmentel effect); and *identify impact study zones. The second paper, Equity in Landfill Siting, discusses whether some measures of equity can be applied in the context of landfill siting. Those interested 'in responding to the paper can attend a workshop where everyone's views will be shared. The workshop is scheduled in ail study regions for Wednesady evening, April 14. The public is invited ta help identify ways ta ensure fairness in assessing the distribution of the benefits and burdens of a landflll site ta a local community. Teachers will vote on a tenta- tive contract settiement reached with the Durham Board of Edu- cation last week. Details of the agreement are not being released but the tea- chers' bargaining committee is recommengding acceptance of the ene-year package. Teachers' association represen- tative Bill Butcher saT class size, persenal leave days, salaries, and integration of spe- cial education stu dents, were the primary areas of concern heading inte negotiatioris. "(But) that's net te indicate that's what's in the settlement," stressed Butcher. Durham's 2,300 elementary teachers have been without a contract since August. When talks began last May, teachers and board officiais assu- med that provincial funding in- creases would be one, two and twe per cent over the next three years, said Butcher. "When that was changed te one, two, zero (per cenît), both sides had to stop and re-assess their positions," he said.
