The Town of Whitby issued a permit to the Region of Durham in January for the $2-million expansion of the plant, located east of Thickson Point. The project accounted for most of the $3-million worth of con- struction for whicli permits were issued for the month. Permits were also issued for four single-family homes and two semi-detached dwellings.
