The Ontario government will be asked to develop more specific guidelines used bl municipalities whien issuingthealicences. Council onday voted to take this - action in light of recently proposed changes to rules governing Ontario's charitable gambling industry. Council supported the pro- posed legisiation b the Ministry of Consumer and Commercial Relations but felt portions of it need clarification. Owners of commercial bingo halls will be forced to open their books and ensure that money earmarked for charity does indeed get there. While the Province will assume full responsibility for registration and licencing of binigo halls, municipalities must still detrmine an organization's suitability for a lottery licence. Drumm was hopeful the legsa- lation will improve the chartsble gambling industry but wanted to kcnow the financial 'impact on Whitby. Towin clerk Don McKay said the full effect will not be known until his department reviews its licencing figuesinDecember.
