By a vote of 6 to 1, Town council Monday endorsed 'a reso- lution proclaiming Whitby's con- tinued support of Canada s two founding ethnic groups, English and French. The lone dissenter was council- lor Joe Drumm. who felt discus- sion of the issue did flot belong at the municipal level. To protest, Drumm refused to participate when a recorded vote was called.
