The recommendation, which was eventua]ly approve'd, gives workers a 30 per cent raise and will cost the Region approxi- mately $46,000. Scugog councillor Yvonne Christie painfully opposed the recommendation on principle, suggesting that alternative mea- sures be s9ught .to maintain the program. The Province would only fund a 4 per cent increase in wages and Christie felt if the Regon picked up the financial slack it would be setting a precedent for other programs. "This is9 a touchy subje'ct," said Christie'.*"I amn not opposed to the service but must make a hard decision on financial mat- ters. When the decision was made to raise salaries by 30 per cent, Durham decided to go out- side the ministry guidelines. This could only lead to other difliulties." Whitby councillor Tom Edwards, acting as chairman for the health services committee in the absence of Diane 'Hamre, said that the'30 per cent. pay increase was to-, deal with pay equitby 1990. He urgedconl members to disregard Christie~s recomniendations. Oshawa mayor Allan Pilke offered another approach. "We set themi up (the workers) and put them in position and then we terminate them. To terminate, given our options in the past, niakes no sense." Oshawa councillor Linda Dionne acknowledged her emo- tional bias. "My concern is for the people. They are being used as pawns. These Workers'take them shopping or help them with their shower. I feel strongly that, this is an important program. They (the aduit handicapped) don t want your sympathy, they need your support.» Oshawa councillor Nancy Dia- mond's strong stance in favor of the programn led to applause by council members. "We, are supposed to have values. 'We are talking about giving these people self-esteem. I wholeheartedly support it. Whitby councillor Joe Drumm said that those responsible for putting this program into p lace some 12 years ago didtn't look far enough ahead. "They forgot they were dealing with human beings." Christie, vwho maint'ained her stand, asked «Not to be judged as insensitive. I don't want people- to think I'm less than protective of the people."
