This week, I would like te outline the effect of' the GST on imports end exports. The GST is a tex on Canadien conaumer's expenditures. To ineure that foreign suppliers do not have en advantage compared te their Cenadian competitors, the GST will apply té the import of goods end services. The GST on importedigoods will be collected at the saine turne as customs duties are collected and will ha payeble on the duty and excise paid value ofgos The GST will not apply te, the importations of prescription drugs, medical deiend basic groceries. In addition, relief will be provided for a number of miscellaneous items. Tex will aiso be applied te services imported into Canada. This will ensure that there is no competitive disadvantege te, domestic suppliers of similer items. For, 'exemple, if a Canadien bank hired a Canadien architect to desg building in Canada, the erchiteet would be rqi e e gonth services provided. A foreign erchitect doing the sae work, would not ha .required te py the GST. However, in such a case, the bank would ba raquired te pay the tex on the services, thereby denying the foraign' architect of eny competitive advantage. Since the GST is meant te, apply only te, the consumption of goods and services in Canada, supplies made in Canada that are exports will flot be subject te the tex. In addition, te relieve exports of any sales tex content, Canadien exporters will lba ellowed te dlaim input tex credits in respect of any tex peid or payable on purchases of goods and services relating te, their commercial activities. Such "zero-rated" exports will include goods, intellectual property (patents, designs, trademerlcs, etc.) and services. Cherities will be entitled te, a full rebate of the GST paid on goods acquired and exported for charitable purposas. The current federal sales tex damages competitivenesa, favors imports over Canadian-made goods and distert consumer choices. After reviewing the GS's effect on imports end exporta, I believe itîis cleer why the adoption of the GST is a step towerd securing Canada's continued prosperity. On Sunday, Sept. 10, Pickering Museumn Village celebrated its tenth anniversery, capping off 'its 'History in Action' waakend. Pickering and Ajax proved once again that communit spirit is alive in Onterio riding, as they rallied to, raisa the $7-rnillion base figure se quickly. Even though the base figure bas been reached, I urge everyone te continue te, contributa to, this worthwile cause, se that the hospital can afford thosa extras which it will obviously requira. I wish the tewn of Whitby the sae success in the endeavors te raisa funds te expand the Whitby CaneraI Hospital. The kick-off of their funding effort will begini on Thursday, Sept. 21.
