PAGE 8, WHr'Y FMEE PRSS, WEDNESDAY, APRL 5, 1989 Newcastle is reluetant to j oin 9 11l By Mike Johnston Withjn two years, Durham Region residents could be dialing 91 for emergencies instead of the seven digits new required. The Regien's finance and administration committee has given approval in principle te an enhanced 911 subject to budget discussions. Council is to deal with the motion today (Wednes- The pRei5). as been discuss- ing 911 for five years and a task force comprised of officiais from fire departments, police, Bell Canada and the Region's finance department, have been working on the im plementation of the 3ystemn for t he past three years. Their report was presented to :ommittee last Wednesday. It calîs for the Region te adopt in enhanced 911 svstem rather that a basic systemn. With the enhanced system a computer screen beside the 911 operater would indicate the address and telephone number of the caller. The report calîs for' the 911 system's central location te be located in the Durham Regienal Police headquarters on Centre St. N. in Oshawa. When a caîl cornes in, the 911 eperater would then direct the caîl te, the appropriate agency. Fer exape if the emergency is a fire, the caîl will be transfer- red te the apprepriate fire station. HOW TO' SEAL A CONCRETE FLOOR Dust from concrete floors in garages and basements is a common problem. Many of us have tried to solve the problem by giving the floor a quick dlean up'.and then apptying a quick coat of "floor paint" onty to have the paint peet off like a sunburn a couple of months tater. Seating concrete caIn be easy. We recommend clear concrete seais as opposed to cotoured seats. When a clear seat wears, you can always patch the spot, while wear on a cotoured seal necessitates the resealing of the entire floor in order to m atch the cotour. For sealing basements, where heavy trafflo is unlikety, a water based seat such as Butcher's IRONSTONE is generalty best. Ail that is required is a good scrub, using aheavy duty cteaner (SWISH JET), thorough rinsing with clear water, attowing the floor to thoroughly dry, and the application of 3 to 6 coats of IRONSTONE depending on the porosity of the ftoor and the tevet of gtoss that is desired. For garages or heavier traffic floors, an oit modified seai <CGS CONCRETE & GYM SEAL> might be desirabte. This is a little trickier. First any oit spitîs that may have penetrated the concrete must be removed. If they arent, the oit witt work back up through the concrete and cause the seat to Mif. Generalty, a thorough scrubbing with an industriat degreaser (INDO 500) witt work wonders. Atter scrubbing and rinsing, the floor must be attowed to dry for a minimum of 2 hours before apptying the seat. Appty the seat with a paint rotter. Generatty one coat witt suif ice. On a particutarty porous floor, wait 6 to 14 hours and appty a second coat. The resutts are a dust free wet look floor which is impervious to most harsh chemnicats. MAINTENANCE LTD. 500 HOPKINS ST., WHITBY 666-1224 There are eight separate fire departments in Durham Region. Te make-911 effective, the task force had te decrease the number. of locations from which the fire trucks would be dispatched.' Under agreements between municipalities, Ajax will dispatch the Brock Township fire depart- ment, Whitby will dis patch Uxbridgeys and Oshawa will dis- ptch fire vehicles for Scucog T'ownshi. (Wh'tby and Uxbridge have hala simIlar agreement fer the past three years.) Each of the five southerr municipalities, Pickering, Ajax, Whitby, Oshawa and Newcastle. will have a dispatch centre at a cost of $150,000. According te Whitby's fire chiel Ed Creuch, Newcastle is the only muniipalitynet te endorse 911. «Tere is ne commitment for the dispatch centre. We have been trying te reselve this for five years and we are ne nearer te the solution today," said flrouch, amp" of the- task force. He was unable te' offer 'an' explanation for Newcastle's reluctance, but he' said 911 would be implemented in New- castle for police and ambulance use if there is still ne agreement for fire use. 'Mhe delay factor will then be their responsibility," said. Crouch, who rejected an explana- tien that. Newcastle' is reluctant te use the service because they have a volunteer fire depart- ment. "With a 40,000 population, Newcastle has te look at this," said Crouch.y Committee member Jim Witty felt that by asking regienal couni- cil for approval in principle for 911, Newcastle would be foroed te make a decision. 1*"Newcastle bas been dilly-dal- lying. Someone bas te get te tm agreed Whitby Mayor Bob Attersley who asked why the 911 eperater ceuld net dispatch a fire engine. Region wo consider 911 systemf FROM PAGE 1 tien te o ahead or net," he said. Anter councillor noted that the 911 report weuld be placed between ether budget documents and would be quickly passed ever. Whitby Mayor Bob Attersley noted that the Region bas been talking about 911 for five years while a task force bas been working en the project for the past three. "This would be a slap in the face te the task force if we don't deal with this'now," said Atters- ley, whe agreed with the recem- mendation te 911 be approved in principle subject te budget talks. "We may net have t h emeney for this?" he suggested. AMCU CREDIT UNION INC. "The 'operator couldn't handie that and police calîs. It would be too much responsibiliy The key is the workload,» said Couch. 'One, problem the task force has indicated is those areas of the Region which don't have street adresses. The 911 operatorwill have a problemà locating'a caller if the address on the screen flashes 'Ri Uxbridge.' The task fo'rce las therefore recommended* that those areas that use rural route numbers should be switched te, a grid addressing systein., *There are now more than 30 seven-digit nurnbers for report- ing fire, police or amnbulance emegencies in Durham Region. Th ask foroe feels the dis- patch time may net- be reduced but the time between the occurence of an emergency and the phone cali for help should be reduced because 911 is an easier number to recaîl than a seven- digit number. There will be a problemi with borders in the region, according to the report. Residents in Pickering and those in the townships of Uxb*d'e and Brock on the bor- der of York Region wlll net have access to Durhani's 911 systemi because of Bell's telephone exchanges. The task foroed noted, howe- ver, that York bas recently approved implementing 911. Toeresidents would then be able te caîl the York 9110opeator who would then switch th e cal te Durham. Oldman last week responded te fears that Whitby will be divided by the survey which only includes Wihitby exchanges beginning with 668, 666 and 430, leaving eut east Whitby resi- dents with exchanges that start with 723, 728, 576 and 579.
