Approved Change could mean more applications, says councillor Should Whitby council approve market value assessment, it could lead to more property severance applications as a means of saving taxes, says a Whitby councillor. Marcel Brunelle made the comment as Whitby council last week dealt with two separate applications in the Garrard Rd. area to sever lots. Colin Campbell of 217 Garrard Rd. and D. Polzin of 229 Meadow Rd. have applied to sever their lots to create a second residential lot. After hearing arguments both for and against the plan, council last week voted 4-4 on the mat- ter (motion lost), then sent the application back to planning committee. On Monday night, planning zommittee again voted, 2-1, in favor of the applications. Council will again consider that recom- mendation next Monday. Councillors Brunelle, Ross Batten, Tom Edwards and Mayor Bob Attersley opposed the severances. Councillors Lynda Buffett, Joe Bugelli, Dennis Fox and Joe Drumm approved the severances. During debate, Brunelle war- ned that market value assess- ment could lead to further appli- cations to sever lots. (Council has directed the Ministry of Revenue to study the effect of the revised tax format if introduced in Whitby.) "I honestly believe that once you start this process you will be opening up a can of worms," said Brunelle, who voted in favor of a tax review because he wanted to know the effects.
