PAGE 10, WHITY FREE PRESS, WEDNESDAY, JANUARY 11, 1989 Regional and provincial comiïttees to -deal with waste crisis By Mike Johnston A s ecialcommittee ta deal with Dgurani Region's waste management problein has been suggested by the Region's works committee. The waste management. task force, as the coniittee is ýta be called, would be comprised of members of the works committee and. the mayors of Ajax and Brock. (Neither of those municipali- ties have representatives an the works committee.) Regional chairman Gary Her- rema, works chairman John Aker and works commissianer Bill Twelvetrees have been -asked ta form part of a provincial coni- mittee with four other regional municip alities in the Metro area, Metro, York, Peel and Halton. According ta Aker, the commit- tee was suggested b y the Pro- vince, niaking it different than any other discussions held bet- ween the five rnunicipalities in the past. In a letter tu Herrema, the deputy minister for the greater Toronto area, Gardner Ch urch, noted that the dialogue between the five municipalities would be required ta find a solution ta the land MIl probleni. "For t he first time they (pro- vincial government) feel obliga- etaé get involved,» said Aker. The first meeting will be held Monday, Feb. 6. Thyare saying participate or you are on your own," added Aker, who was optimisic about the meeting. He described previaus talks. between individual regions and Metro as David dealing with Goliath. "The Province could be a balancing force in any discus- sions,"ý said Aker. No* termns of reference havE been' set for the meetings, but Aker saidDurham Region needs twa proposais ta, corne- from the meetings. "One is a timetable for an interim site and the second is a process for selecting those sites.» The Region's new waste management task force will handle any garbage-related issue caming before the Region. "Tepoint was made that this is such a busy item ta, have the' works cornmittee deal with that it would eut down on the other iitems that committee bas ta deal with," said councillor Marcel Brunelle, Whitby's representa- tive on bath committees. "This needs ta happen. We need ta niove with sanie speed. We are runnin g out of time,» hie said. He added that now is a good tme ta niake a decision since it is three years ta the next election. "That give te for scars ta h ea1, " h e said '-c The special committee was suggested at a works committee meeting ta, update newly elected councillors on the Region's gar- ha ae history Art Leitch, the Region's direc- tor of operations, outlined the steps leading to the current posi- tion. Durham Region produces 240,000 metric tons of garba g per year, said Leitch with 200,000 tons diverted to the Brock West Landfill site while Metro, which operates Brock West, diverts 1.2 million metric tons of garbage ta the site. With Broc k West expected to' be full by mid-1990 and a long- term landfill site not available until at least 1993, the Regfion has ta find an interim landfill" site. One method used by the Region to reduce its garbage is recycling. Now, the Region recy- clt-s five ner cent of its residen- tial garbage but it recently- passed motion to have 25 per cent of its garbage recycled by' 1993. That*s epected ta cost the Region $2.4 million - just ta start up the appropriate recycling pro- grains. A. landfill site for the region is expected to cost $2 1 ilion, plus $4 million to aperate annually. But the Region could make a rofit of $25 million annually, Litch told committee. «It is a very profitable busi- ness," he said. Leitch also explained that Dur- ham paid Metro $7.8 million in tipping fées during 1988 while recelving a $2.1-million rebate. (Metro charges $50 a ton for dumping garbage at Brock West but DurhaTn Region receives a $28 rebate on every $50 it pays Metro.)* Leitch was unable to tell caun- SEE PAGE 14 SALE now at Arthur Murray!
