Wisemarn who teaches politics, economics anýd history at Ajax High School, says the deal, passed by the United States government, includes a Statement Of Administrative action wliich "learly targets Canadian indus- tries for countervail (duties)." One of those industries, according to Wiseman, is the steel industry. He says the deal also includes an axnendment tbat -'allows American industries -te ask the Amnerican government te inves- tigate trade sanctions which would delay Canadian products being exported te, the U.S. "That cannot go vice versa. The advantage is -te the Aniericans," says Wiseman, a founding member of Pickering Ajax Citizens Together. He- says the agreement will hurt textile, food and the auto industry. He argues that companies will move te southern U.S. states where there is n minimum wage. According té Wiseman, the Conservative government bas "failed niiserably" in its attempts te dlean up the environment. "We will -put a 0.12 per cent tax on corporations te help pay for a dlean-up of the environment," says Wiseman, adding that Pan NDP government will also make pollution of the environment a criminal offence. "The Mulroney government bas worked backwards on the environment. We should lobby with the states being harmed by acid rain and create one huge lobby force," says Wiseman of an NDP aj,'proach te getting an acid ramn treaty with the U.S. He also condems the Conser- vative policy on day care. It was universally condem- ned. Those who can afford day care should pay for- it and those that need support should get it." He also attacks the Liberal platform on day care, saying it takes nîoney from the middle class te support the upper class while forgetting low income He says the NDP policy of non-profit day care for those who need it, would provide better service while offering more spaces for the dollar. As for affordable housing, Wiseman says an NDP government would provide federal lands for cooperative housing and rent-to-buy housing. "There is a cryinlg need for affordable housing in this area,"i says. Wiseman, noting that municipalities and the provincial government must become involved. But he adds that a stogfederal government could poiefinancial aid to makIre services available for land zoned for affordable housing. One method of controling the deficit. would be dropping the prime bank rate, says Wiseman.. According to Wiseman, for every point dropped from the bank rate, $3.2 billion is shaved from the federal deficit, expected to be $30 billion at the end of this fiscal year. "We would also put a minimum 20 per cent tax on those companies not paying taxes and stop government giveawa.ys."l He is disappointed in the 14DP showing in the poils but says they are "ismoking mirrors" in Ontario riding.
