The .newest application is by Pauline Wiseman to convert part of an existing garage into a dwelling unit or "coach house" at her 208 Palace St. property, to accommodate relatives. A petition was presented op- posing the plan. At a public meeting last week, High St. resident George Town said he believed that granny flats were to be "mobile units," and that a garage couldn't be moved. Planning director Bob Short said later that both the house and garage dwelling would be "permanent units by their appli- cation." Marian IDell of 201 Palace St. said neighboring residents "don't want to kick out anybody's rel- atives," but are concerned that if the property is sold in the future it might become a multiple fam- ily dwelling. "Nearby residents are only op-' posed to the sale of the property and future use as an apartment," echoed councillor Ross Batten. He suggested that planning department study the matterso that the Town can provide in- formation "to tell people what they can or can't do and the al- ternatives." A motion was passed by administrative committee to have staff review the require- -ments of granny flats. Frank Wiseman, husband of the appli- cant, said they had no intention of using the garage dwelling for anything but accommodation for -relatives, and said he would en- sure that if their property was ever sold, only a granny flat use would be permitted to the next owner. In July, the first application for a granny flat in Whitby was made by John Buchanan, who proposed an addition to his Broadview Ave. home. That ap- plication, for which a recom- mendation has yet to be made, also met objections from resi- dents living near the subject pro- perty in east Whitby. Questions about the proper definition of a granny flat were also raised at that July public meeting. One resident said a granny flat, according to the Ministry of Housing, was to be a detached or detachable dwelling to be dismantled upon the de- parture or death of the ffiior or seniors living in them.
