That parcel of, land is currently zoned restricted industrial (MI). Rezoning the land includes in- forming property owners within 400 feet of the area and holding a public meeting. Should there be an objec- tion, the matter would then be sent to the Ontario Municipal Board. Council has previously given two readings to a bylaw which, if it receives third reading, would only permit parlors to operate in that area of town bounded by Victoria St. to the north, the Oshawa-Whitby border to the east, Thickson Rd. to the west and Lake Ontario to the south. But relocating the establishmen- ts would only add another area to Town where parlors could locate, according to Batten. "The problem would be we would be opening up a new area for the parlors. Our legal opinion says the present operators would fight the bylaw," said Batten. He said this would lead to parlors opening in the new area while the. three current parlors would con- tinue to operate in the downtown area while fighting the bylaw in court. "I don't want that to happen. Let's go the licensing way and get the operators to clean their act up," said Batten. That position was supported by Attersley who said the Town could set a high standard of licensing for the existing clubs and could "not allow another parlor into the area. "We don't have to issue licenses for everyone and we dont have to say why we are not issuing them," said Attersley. At that point in the meeting, Mar- tin Doleweerd, who had presented a petition with 1,300 signatures for the bylaw at the public meeting in January, stood • up and yelled "There are no good operators!" He then left the meeting. Edwards and Drumm want parlors out of the downtown area. Drumm proposed an even smaller area than council was considering. He moved that the parlors be restricted to an area bounded by Wentworth St. to the north, the CNR tracks to the south, the Oshawa-Whitby border to the east and a point 150 metres west of there. He said there are millions of dollars invested in the area that the Town was considering but he did not want to see the parlors near those industries. He concluded that since down- town business are offended by the parlors, so would be industries in that part of town. "It also alleviates concerns for people living on Thickson Rd. S.," said Drumm. Drumm pointed tO the present and future rejuvenation of the downtown as reasons for moving the parlors. "Downtown is trying to look like a winner. Businesses and this coun- cil have put a lot of money and ef- fort into the downtown," said Drumm. ,, He said in "two or three years the downtown will have to compete with the Rossland/Gardenarea for business and even businesses that may move onto hospital lands. "So now is the time for the down- town to make itself feft. "With the parlors out of the downtown, people who already shop there will increase." Drumm said he. "finds it more than distasteful women have to take of their clothes to make a living. That degrades womanhood." Attersley and Batten defeated Drumm's amendment. Councillor Tom Edwards then moved the original bylaw. He said he wants to influence the owners to revert back to the days before strippers came to town. . He added he would have liked to talk with operators about the problem. "I appreciate councillor Edwar- ds' comments but we cannot force the operators to revert back by relocating them to another area of town," said Batten. "I would just as soon not have them anywhere in Town but if we license and regulate them and not allow others then we have them un- der control," he added. Batten and Attersley also voted against the bylaw. Committee then decided to let council debate the matter. GO TRAIN SERVICE EXTENSION STUDY - WHITBY TO OSHAWA BACKGROUND As part of the GO Train Service Expansion Program, the Government of Ontario is currently extending full service from Pickering to Whit- by. This extension is scheduled for completion in the Fall of 1988. At the same time, a study to assess the further extension of GO Train service from Whitby to Oshawa has been initiated. THESTUDY The study to assess the extension of GO Train service from Whitby into Oshawa is a joint Provincial-Municipal undertaking, involving the Ministry of Transportation and Communications, GO Transit and Durham Region. Basic aîignment and station location alternatives will be considered, and an implementation plan recommended. The study is subject to the Environmental Assessment Act of Ontario. PUBLIC PARTICIPATION Public participation will be a key part of the study.
