WHITBY FREE PRESS, WEDNESDAY, APRIL 29,1987, PAGE 9 Walkway By MIKE JOHNSTON A public walkway along Whitby's waterfront is included in the preliminary design of a study on Port Whitby. The study team, comprised of Town staff and the consultant firm of Johnson, Sustronk and Wein- stein,- presented the preliminary plans at a public meeting in the Whitby council chambers last Wednesday night. The team will hold two more public meetings before the final report is presented for council's approval, tentatively scheduled for two months from now. But that final design may prove a difficult task because of a problem the team is having with what they call "the hole in the donut" part of the study area. That hole is land owned by Mc- Namara Construction and Texaco, and it is almost in the center of the study area. (The study.area runs up Gordon St., along Victoria, down Charles St. to Front St., along Front to Brock St., down to Water St. and along Water St. to south Blair St.) "We would like them to become members of the team so we can get the whole look," says Gary Heine, landscape architect with the con- sultant firm, told about 30 people who attended the meeting. Heine said the team has ap- proached the two companies in the past two weeks and doesn't yet know whether they will become in- volved. The major landowner in the study wanted for pumphouse area is the Town of Whitby which prompted Lynda Buffet to ask what' the Town's role will be in the development. On the west side of the harbor, north of the yacht club, the team said they would like to see an area set aside as a beach area which could also be used for sailboarding. In an effort to make the study area more "people-oriented" the team has suggested removal of the current access road to the Whitby Yacht Club. Building a new access road fur- ther north would leave room to ex- pand the beach area and create a more parklike atmosphere, said Heine. Other preliminary plans include expanding the Whitby Marina from 344 deck areas to 450; expanding Heydenshore Pavilion; adding more trees and park area to the harbor and removing the CPR train track that crpsses Water St. Brian Winter, representing the Local Architectural Conservation Authority Committee (LACAC), asked what plans were for the old pump house sitting on Water St. Winter asked that it be preserved and designated under the Ontario Heritage Act. He said the pump house was built in 1903 and is the only building of its kind in the area. The team agreed that the building should be saved but acknowledged that there is no im- mediate use for it. They said turning it into a seasonal restaurant would not be viable, but did suggest it would be useful for a Whitby club or organization to use as a concession area to serve people while they are in the area. rstudy The team has also looked at closing Front St., but Heine said that move is still in the air. "This is our first go around with this thing and we are looking for public input," he said. The implementation of the final recommendations could be anywhere from10to 15 years. But Heine said if McNamara and Texaco became involved in the study, and the team knew what the two companies intended for their lands in the future, it would take two-thirds less time to carry out plans.
