(PC - Ontario) If you read the papers, watch television or listen ta the radio, you may have seen or heard a number of headlines ta the effect that a trade deal with the U.S. would be bound ta benefit the larger partner' more than Canada. 1 believe that type of headline is. misleading and tends to create a fear within Canada that could be blawn out of proportion. The fact is that we are a nation which depends upon trade for aur continued well-being. The United States is aur largest trading partner and we need access ta its markets. Lot me bring this dloser ta home with the fact that Ontario exports $48 billion ta the U.S. This represents over 30 percent of Ontario's G.NP. Right now, there are over 300 pratectianist bis in the Cangress. They either threaten or have already harmed $6 billion in Canadian exports, and 140,000 jobs, affecting all regions af the country and a wide range of cammadities. Sa that is the threat that we are dealing with. Naw in that light, I fail ta see how anyone could argue that we should nat try ta secure access ta the American rmarket. This is important: we are nat talking about pure free trade. 1 da not believe that there is such a creature as pure free trade. We are talking about enhanced trade and this involves securing aur ac- cess ta U.S. markets and generally reaching an agreement which allows bath countries ta benefit. We know that such agreements can work because we have a prime example in that Auta Pact. The people of Ontario shauld recognize the benefit that we have gained because af that particular trade agreement and realize the potential benefit ta be gained from applying similar agreements ta, other sectors. In fact, the Ontario governument cam- missioned a poil in September which showed that two-thirds of Ontarians surveyed favoured an enhanced trade agreement with the U.S. In closing 1 would like ta emphasize this: if we cannot get a goad deal, there will be na deal, but at least we will have tried ta secure and expand access ta markets which will resuit in the preservatian of jobs now and the crestion of jobs in the future.
