The residents, represented by the Corridor Area Ralepayers Associa- tion, are asking the town ta prohibit Grand Oak Homes development firm from beginning any more phases o! their subdivision plan before completing work on Bellwood Dr., Elmeroy Crt., Field- view Cres., Mayflower St. and Sawdon Dr. Residents, who ap- peared before counils administrative commit- tee last week, described the streets they live on as "Imud and sludge acres." According ta them, some of the streets have no curbs, building is sporadic and mail services stili non- existent for many residents. "IWhat bas been scaring us is the old scenaria of where the developer goes great guns with lots o! adver- tising, then dies down when the heat is on," said resident Lanny Cooke. Colin McLaughlin, the consultant hired by Grant Oak Homes ta represent the developer, bas assured residents that the company is not about ta fold. "We haven't lef t. Residents can phone me any time," he said. In a report prepared by the town's planning staff in response ta the residents' concerns, planning director Bob Short indicates that the developer is conforming ta the phasing schedule approved earlier by the town. Short also points out that "the phasing of house construction is dictated by the market place and the builder. " Staff comments suggest that the tawn will not be asking Grand Oak Homes ta make any radical changes in their scheduling ., plans, although some minor revisions have been made. The town assured ratepayers, however, that it will continue ta monitor the progress of the Rolling HuIs Sub- division development. ESS Hydro increases in New Year In response to in- creases handed down ta them by Ontario Hydro, the out-going Whitby Hydro Electric Com- mission bas approved an average 3.9 percent rate increase for its custoniers beginning in the new year. Without the rate in- crease, Chairman Bob Cawker said the com- mission would not have sufficient funds ta carry theni through 1986. "Last year Hydro gave us an 8.5 percent increase but we only raised aur rates by five percent because we didn't need it. This year we are following Hydro's lead because we need the money," said the chairman last week. Ontario Hydro bas raised their whalesale rates ta the utility by 3.9 percent. Although a new hydro commission will be in- stalled in December, Mr. Cawker said the current commission op- ted for the increase because they were the ones that had done the "homework" and the new commission would probably not be familiar enough with the background ta approve the increase in time ta, coincide with Hydro's hike. Customers wilI see an increase on their bills for ail power consumed on and after Jan. 1, 1986. Although increases will vary according ta the amount o! power con~- sumed, residential customers can expect ta pay monthly increases ranging from $1.50 for amaîl users ta $4.42 for an average large user with electric heat. Mayor a ppoints commitee heads Whitby council held its last officiai meeting of the outgoing council Monday, ending three years o! "sometimes benevolent dictator- ship" as regional coun- cillor Tom Edwards referred ta, mayor Bob's reign. 0f course, the first inaugural meeting a! the new council will look a lot like the last meeting of the aId coun- cil since the faces are unchanged. For variety, however, the new/old councillors will play musical -chairs vis-a-vis their commit- tee responsibilities.
