Town will initiate pilot reeycling program The Town of Whitby wiil initiate a recycling program in the Michael Blvd. ares of West Lyn- de beginnlng April 30. Whitby Town Council gave public works drector Dick Kuwaliara the go ahead to start the program at its meeting Monday niglit. In lis report. Kuwahara said that the Michael Blvd. area was cliosen for, the pilot prograni because its 1,250 homes althougli estabiished, are stili one of the newer parts of the community. The director also said that the ares was fairly representative of the urban part of Whitby. Materiais to be in- cluded in the recycling program include newspapers, glass and metal cans which once coilected will be sold to the Durhiam Recycling Centre on Wlson Rd. S., Oshawa for $35, $20 and $50 per ton respectively. Kuwaliara said that tlie pilot program, which will last for six months, .will cost the municipaiity $11,000. This wil be offset by the sale of the materials and by a grant from the Ontario Ministry of the Environinent. The ministry will pay the cifference between the money esrned from the recyclable material and the cost of the program. The director also told council that it will be necessary to lire two additional staff meni- bers on a temporary basis. Kuwahara said that unlike that proposai, the town's program would involve aîl recyclable materials, not just newspapers. Coun. Joe Bugelli, chairman of council's operations committee, added that it was vital that the town obtain "laccurate statistical in- formation" on the program to determine its success. if the municipality undertakes the prograrn it will have better con-. trol. Bugeili also said that if it is successful, council wil then have the opportunitY to analysis its resuits and decîde whether or not it should be undertaken permanently by the town or tendered out to private entreprise. "We feut we would like to do it under municipal auspices, " Kuwahara said adding that the Ministry of Environ- ment looked more favorably on municipaily run programs. The program will not have a detrimental im- pact on the local Boy Scout movement, which holds paper drives tliroughout Whitby every month, Kuwahara said. "In excliange for this co-operation and for the- Scout association not to lose out in the revenue fromn this source, the town will turn over to this association an equivalent amount of newspapers that they normaily would have collected," Kuwahara said. The director also noted that if the town decided to continue the program on a per- manent basis, thèn the ministry will fund any deficit incurred for a three year period.
