Parents representing Oshawa, Whitby and Pickering iost a $1.6 milion proposai for junior kindrgarten in the Durham region. *The proposai ap- proved by the ad- ministratiVe council provlded for a pioneer prograni of 16 classes in the first year that wouid be expanded to ail schools -the following year. The motion was defeated by a vote of 10- 5, by trustees because of a number of concerns. Whitby Trustee Ian Brown questîoned the legality of the opening year that would only allow a few students in the pioneering 16 classes. Brown noted that the board is obligated to of- fer progranis to ail students not a selected few. However, Bruce Walker, superintendent of curriculum and programn said the board bas received permission to bypass the rule with the understanding that it would be offered to al students in the second year of operation. Brown also questioned the availability of qualified staff. John Buchanan, Whitby's other trustee, said that while he agreed that a junior kindergarten programn would increase the ex- cellence of Durhami schools, he questioned Bugfelli saya.,. the use of the money when it could easily be spent on improving existing conditions. Pickering Trustee Lorna Murphy, suppor- ted the parents in their attempt to estabiish the junior kindergarten prograin. Muirphy warned that the board could end up losing students to the year. "Thalt means," Bugeili pointed out, "Ithat the level of ser- vice wili be dictated by the amount of dollars we spend. Whitby Town Council bas taken the first step towards the reconstruc- tion of the intersection of Garden and Dundas Sts. At its meeting Mon- day night, counil's ad- ministrative committee gave ils blessing to a proposai that would permit the reconstruc- tion of tbe Lyie's" Cut Rate Gas Station that would alow the present building to be tomn down and the gas pumps moved so ,that Garden St. can be widened.
