Jim Witty (Ajax), that means about a $5 to the average homeowner Who pays $1,000 a year in property taxes. The $5 in- crease would be in ad- dition to Whitby's $6.50 rise and the yet unknown hike proposed by the boards.) However, the- rosy picture may be shat- tered by Queen's Park. Witty told the Free Press Friday that they are still waiting for the provincial government to announce how much it will give Durham in transfer payments. Should these grants remain at last year's level or even increase marginally, the region should be able to meet its three per cent guideline. But should the province cut the grants, then the region, and indeed ahl the area municipalities, could be in for stormy financial waters. The three par cent proposed increase 'lis a reasonable expection," Witty says, "providing we don't have any problems with the provincial grants. 1 Should the province reduce its level of fun- ding, the region alone could have to find another $3 million to carry out current oparations. In that situation, Wit- ty said the choice would either be to reduce ser- vice drastically or raise taxes substantially. "We're afraid that no news is bad news, " he added. But Witty seems to like the idea of lean local government. "We're going to be cutting things kinda tight, and appropriately so, " he said. "There will be a certain amount of bloodletting." However, there is a number of bright spots in this year's budget process. First of ahI, the region's assessment base grew by 3.4 par cent hast year and there is reduced requirements for welfare spending., "Last year we were looking at a horrendous increase in welfare," Witty said. He gave credit for the lower welfare demand to the region's growth and the work of the eligibility review officer. The chairman was also quick to point out that if the funding from the province drops, a seven par cent tax in- crease is a definite possibility. That is, if they are to provide the same level of service. Witty said that some cutting has already been done, especialIly in the health service area. While the committee has said it can't afford them, Witty fears the province may make them mandatory and leave the region with the financial burden. "We are trying to provide the same level of service as last year and keeping the cost of, that level of service reasonable." The budget is- scheduled to be struck on March 1. "May I have this dance, Daisy-Mae?" is the question posed by Marrying Sam in preparation for the Sadie Hawkins Dance to be held this Friday night to raise funds for the Whitby Marigold Festival Committee. Playing Daisy Mae is Judy Levy of the Whitby Theatre Company. Asking her to dance is D'Arcy Smith, the director of WTC's upcoming production of "Artichoke." The dance will be held-at Heydenshore Pavilion from 8:30 p.m. toi1 a.m. Tickets are $7 each. Dancing will be to the Diamond Reo Band and there will be door prizes and a cash bar. Prizes will also be given for the best costumes. This workshop is designed for fun and in- struction in drawing and painting. Students will work on a mural as a group projeet during one session and during the other sessions will explore drawing and painting using a variety of materials.
