One complaint describes the case 0f a man who inspected a $32,000 property near Toronto but after ten- dering a $3,500 down payment learned his property was a swamp, 570 metres 'west of the land he thought he bought. Since the company refuses to return his money or'buy back the property, the man must continue monthly payments of $300 for the next eight years. Parliament before the Christmas break, the Liberals demonstrated once again, their disregard for Parliamentar procedure and their contempt for the rights of the people of Canada. As many of you already know, a vote was called on Clause 6 of Bill 0-2, An Act to Amend the Incomne Tax Act. This Bill provided the necessary legisiation for the income tax measures which were proposed by Mr. Lalonde in his April 1983 budget. Clause 6 of this Bill would have allowed the Gover- nment to annually tax any income from 111e in- surance policies and annuities, rather than the present*regulationis which allows businesses the op- tion of either reporting income annually or every three years. In other words, the Governent is ob- viously committed t'O taxing income that-has, been earned, but flot yet received. There are numerous precedents which support the P.C. Party's position, that once a Governument has been defeated on'a money bill, the Goverrnent must resign and the Prime Minister cail an election. Rather than performingas a sincere Government should, the Liberals chose to ignore reality and tried to cover their 'embarrassment »and errors, by arguing that they were not obliged to resign as they were only defeated on a single clause of the Bill, not the Bill itself. Yet Mr. Trudeau and his colleagues turned a deaf ear to repeated references to Parliamentary» procedure and pastý precedents by the P.C. Party. Regrettably, the Canadian public has been cheated of a chance to show Mr. Trudeau exactly how they feel about him and his policies. The only good result of this whole episode is that Clause 6 was defeated, and the Government will not be able to en- force yet another tax, which would not onjly cause additional confusion to an already overly complex tax system, but would also take more money out of the pockets of Canadian business. Sometimes companies pressured buyers into purchasing unseen land, sold them land before the compamies owned it, or enhanced a property by inventing or exaggerating certain features. There is another case 0f a family who cashed their savings bonds to buy a 25-acre lot with two lakes for the selling price 0f $29,000. Although months have passed since they deposited $10,000 in down payxnents with an agreement to pay -the balance on closing, they have not received a property deed nor a refund of their deposits. People who' have ex- perienced similar in- cidents and fe, they have been bilked. in the purchase 0f vacation properties are advised by Dr. Elgie to contact their local police or the goverrnent police1 in- vestigators, at (416) 963- 0302. A spokesman on the Durham Regional Police Fraud Squad says there have been no reports of complaints from residents in the Whitby area. The ministry suggests some safety precautions when buying land: con- sult a lawyer, shop around, deal with a legitimate vendor, seek proof of registration, study the agreement before signing, insist on conditional buys, ensure clear title, watch out for extravagant daims, check municipal bylaws, and talk to local residents in the vicinity of the property.
