In my opin- ion, this Bill was long overdue and sorely needed. Unfortunateîy, as so often happens, it was talked out by the Uiberals. I supported this Bull because it involved a compre- hensive plan to improve the position of the victim in society. Ini the first place, this Bull establishes a procedure through which the judge could award personal and mental damages to a victim of crime when someone is found guilty of a crime. This could work very successfully as a deterrent for, as Mr. Kilgour said, "I do not thlnk there is any question that the last thlng on earth that an assailant worries about.is beintsu!ed by bis victim." Bil C482ensures that the needa of the victims are respected and. met as far as possible. There are, for example, provisions ln the Billwhich protetc tlzns from Intimidation by accused persons. Under present conditions, a rape victim las normally obllged to sit in the witness room with frienda of the accused attacker. Crime victims have no one to turn to. Don Sullivan's answer was to create a support group in which he bas been joined by people across the country. David Kilgour's answer was Bull C-682. which deals successfully with the trauma crime victim face. It requires that a victim be treated sensitive- Iy. It includes provisions that crime'victims be kept informed- and aware of the legal and judicial proceas.
