Ita purposeisto combat the present and future effects of trans- boundary air pollution - lni particular, acid ramn. The Memorandum will lead to standardization of methoda and procedures uaed for sampling and laboratory anaylsls, the free exehange of gcientific information, and the opportunlty for joint scientific research, thus ellmlnating duplication of coot and effort for both jurladictions and Increaslng our mutual effectivenesa In our atruggle againat acid ramn. Under the Ontario Minlstry of the Envlronment's program of air pollution control, begun lin 1968, air quality in major cities bas been greatly improved. This successful reduction of pollutants. la a con- sequence of Ontario's practice of requlring regulatory approvals for each industry planning to build or expand. Metro Toronto's public transporta- tion systern, which serves more than one-quarter of the population of the province, is largely electric- ally operated by street-cars,. subway trains and trolly buses which'do flot pollute the air. Coal burning power plants are fitted with stack- gas "scrubbers" to reduce further their ernissions of sulfur and nitrogen dioxide. A strong factor in controlling S02 emissions is Ontario Hydro's establisbed practice of demandlng wasbed coal from ail suppliera. Alternative energy sources sucb as nuclear plants, greater hydro capacity generated tbrough a national power grid, the potential use of garbage to replace up to 40 per cent of the fuel now used in cernent kilns - are other options being con- sidered. Lime or limnestone is being uéed to belp reduce the acidity and raise the pH of lakes wbich once again are beeoming excellent fisbing grounds. Acid precipitation is a serious social, ecological and econornie problem - perbapa the moot serious problern of its kind we have ever faced. But with government, scientists and industry working together toward an understanding of the phenomenon, the issue Wil be resolved. Research efforts are massive and expensive; no one expeets the answers soon. Acid Ramn is atml a puzzle. The spectres conjured up by the term "Acid Ramn" will, however, fade with each new addition to our base of knowledge. There is hope. The problem will, and GEORGE C. WHITED.D.S., F..C.D(C> ANTHONY J.
