Drumm, who has been opposed to the Brooklin development for many years, says the develop- er's agreement to provide sewers to Brooklin is a "carrot" dangled in front of resi- dents and 'municipal politicians to agree to the development. This carrot could be used to compromise the town's position if the Brooklin development has to be renegotiated because full approval has not been given to the 1VINCE'S GRDCERY SUPER*S*P*E*IALS Primo Vegetable 011 3 litres. . reg. 3.69 2»99 Barzula Cof fee............ reg. 2.69 2.39 Gallo Olive Ou 3 litres....... reg. 10.99 899 Viva' Hand Towels ....... reg. 1.59119 Cigarettesll.69 per carton 2 14 Dundas St. E., Whltby FRUIT BASKETS FOR AULI OCCASIONS bur best dea le is a Polaris MDLWAS NOW* YOU Sugg. "He believes First City could use the provi- sion of sewers as a bar- gaining tool. Because the sewers are badly needed, Drumm says, residents and council- lors might be forced to agree to a development plan they don't really want. Drumm says he believes the developer will try to renegotiate the size of bouses to be built in Brooklin. The could collect a $2 million letter 0f credit if First City defaulted. original agreement called for large houses on spacious lots, some- thlng Drumm says won't seIl in today's market. "The market is just not there for the kind of houses Brooklin was conceived to have," Drumm says. "I'm just concerned now that we won't get the things that we thougbt we. migbt in the original agree- ment. " Drumm added he wants to know the town's legal position re- garding the status of the original agreement now that there is some ques- tion wbetber that agree- ment will be approved by the Ministry of Housing. "We have a partial agreement only,"Y Drumm said. "I'll want to know if the first agreement is legally binding or flot. " Drumm said the "lbal is squarely in the court of the ministry"l at this point, addinig that resi- dents should be talking to their MPP's to put pressure on the Ministry of Housing to approve the industrial plots wbiclf are holding up the development. (from Page 1) proval to the site bas been given by the On- tario government. Some Whitby council- lors believe this gives the develoepr a "breath- ing space" and could hold up development for several years. The industrial lands are an important part of the project, Batten says, because town planners wanted to avoid making Brooklin a "bedroom community" by creating industry and jobs in town. Most importantly, for many Brooklin resi- dents, the delay means much-needed sewers which First City promis- ed to construct will be put on bold until the gov- ernment gives the go- ahead for development. As part of the town's agreement with First City, and perhaps the main reason wby the development was agreed to, the developer promised to begin con- struction of an $8 million sewer line witbin four years of the original agreement. The fate of the sewer line, as well as the en- tire subdivision, now lies with the Ontario government.
